The son of Bruce and Luena Marie Proctor, Dr. Proctor was born on July 14, 1934 in Ann Arbor, Michigan. Dr. Proctor's career began as a student at the University of Michigan, where he obtained a MD in 1959 and a MS in 1964. Dr. Proctor was certified by the American Board of Otolaryngology. After earning a MD, Dr. Proctor was an intern at St. Joseph Mercy Hospital from 1959 to 1960. He became a Junior Clinical Instructor in 1961, and then a senior clinical instructor in 1963 at the University Hospital.
From 1965 to 1967, Dr. Proctor was a chief of the department of otolaryngology at the Munson Army Hospital. During this period, he was the captain of the US Army Ready Reserves from 1954 to 1965 and 1967 to 1994. Dr. Proctor worked as a member of attending staff for the William Beaumont Hospital from 1967 to 2012. He also was an instructor of the American Academy Otolaryngology from 1968 to 1982, as well as a guest examiner of the American Board of Otolaryngology from 1978 to 1979.
From 1965 to 1967, Dr. Proctor was a member of the U.S. 5th Army Basketball and Tennis teams. He also served as the director of Christian education of Bloomfield Hills Baptist Church between 1969 and 1972. He also was the financial chairman from 1975 to 1978, and a Sunday school teacher since 1967.
As an author, Dr. Proctor has published "Hereditary Sensorineural Hearing Loss" in 1978, "Abnormal Insulin Levels and Vertigo" in 1981, "Dietary Treatment of Meniere's Syndrome" in 1983, "Current Therapy in Otolaryngology" in 1984 and 1985, "Hyperinsulinemia and Tinnitus" in 1988, and "Etiology, Treatment of Fluid Retention in Meniere's Syndrome" in 1992.
As an esteemed otolaryngologist, Dr. Proctor is a member of various organizations, including the American Medical Association, Michigan State Medical Association, Oakland County Medical Association, and the American Board of Otolaryngology. He is also a member of American College of Surgeons, Triological Society, Otosclerosis Study Group, International Game and Fish Association, American Legion, and the U.S. Tennis Association. Furthermore, Dr. Proctor has been affiliated with the Victors and Presidents Club, Phi Eta Sigma, Phi Kappa Phi, Phi Beta Kappa, and American Rhinologic Society.
In 1959, Dr. Proctor received the USA First Place Medical Research Award. Working with special silver stains on chicken embryos, he discovered the ectodermal origin of the eighth cranial nerve. In 1967, he was the recipient of the Commanding General's Achievement Award, as well as the Merit Award of American Academy of Otolaryngology of 1978. Dr. Proctor is the holder of twelve world and four state of Michigan records from the International Game and Fish Association, as well as ten world records of the National Fresh Water Fishing Hall of Fame.
Dr. Proctor has appeared in various Marquis Who's Who publications, including the 50th through 53rd, 57th through 63rd, and 67th through 70th editions of Who's Who in America. He has been featured in the second, third, 7th, and 8th editions of Who's Who in Medicine and Healthcare, as well as the third, 7th, 9th, and 10th editions of Who's Who in Science and Engineering. His achievements have been recorded in the 12th, 13th, 17th, 20th, and 21st editions of Who's Who in the World and the 21st edition of Who's Who in the Midwest.
On June 23, 1956, he married Phyllis Darlene Anderson. Together, the couple has raised four children: Sharon Heimbach Pins, Barbara Jan Brown, David Conrad, and Todd Bruce.
