An accomplished listee, Dr. Smith celebrates many years' experience in his professional network, and has been noted for achievements, leadership qualities, and the credentials and successes he has accrued in his field. Dr. Smith spent the majority of his academic career at The College of William and Mary. Hired as an assistant professor in 1967, he retired 34 years later as a professor emeritus in 2001. Teaching various courses during his tenure, including Introduction to Political Philosophy, History of Political Philosophy, American Political Thought, Graduate Seminar in Political Philosophy, Human Destructiveness and Politics, Dr. Smith, who was a founder of the field of genocide study, also developed a course in the comparative study of genocide, which he taught for over 20 years. Since retiring, he began teaching in the Genocide and Human Rights University Program at the University of Toronto in 2002.

Earning a Bachelor of Arts in government, magna cum laude, at Harvard University in 1958, followed by additional coursework at Harvard Law School between 1958 and 1959, Dr. Smith began working as a research assistant in the department of economics at Harvard. Completing a Master of Arts in political science at the University of California (UC), Berkeley, in 1963, he then spent three years on campus as a teaching assistant and teaching associate in the department of political science until 1966. In 1971, Dr. Smith received the Doctor of Philosophy degree in political science, also at UC Berkeley.

Currently, Dr. Smith is the program director at The Zoryan Institute of Canada. He also serves on the advisory board for the ABC-CLIO Modern Genocide Database, and is chair of the academic advisory board for the International Institute on Genocide and Human Rights Studies. Throughout his career, he has served in dozens of other roles, including as a lecturer at colleges and such places as the Richmond Peace Education Center, the Anderson Gallery at the Virginia Commonwealth University and the War Memorial Museum, as a visiting senior lecturer at the University of Glasgow in the department of politics and as chair, co-chair and board of directors for several other organizations. Dr. Smith has also written extensively in peer-reviewed journals on the topic of political theory and has contributed chapters to multiple books.

Dr. Smith has been a longstanding council member of the Institute on the Holocaust and Genocide since 1987, is a former president, vice president and co-founder of the International Association of Genocide Scholars, former panel chair of the American Political Science Association and member of the People for the Ethical Treatment of Animals and the Human Rights Watch.

In 2008, Dr. Smith was the recipient of the Mosves Khorenatsi Medal granted to him by the President of Armenia, the country's highest civilian award. He has also received multiple other recognitions, including an Impact Award from the Armenian National Committee of America in 2016 and a Distinguished Achievement Award from the Armenian American Society for Studies on Stress and Genocide and Fordham University in 2005. Outside of these many awards, Dr. Smith has been honored with fellowships and grants from such organizations as the National Endowment for the Humanities and the National Science Foundation. In 2017, Dr. Smith received an honorary Doctor of Letters from the University of Saint Andrews. Married to Martha Christin Daniels since January 1960 with two children, he most notably served his country as a first lieutenant in the U.S. Army in Japan from 1960 to 1962. Dr. Smith has been highlighted in every edition of Who's Who in America since 1987, as well as many more editions of Who's Who in American Education, Who's Who in American Politics and Who's Who in the South and Southwest.
