Drawing upon more than three decades of experience in the legal arena, Mr. Harmon is widely regarded for both his extensive knowledge and impressive business acumen. Prior to pursuing a career in law, he graduated from Cornell University with a Bachelor of Science in business management in 1976. Mr. Harmon went on to work as a law clerk to the presiding judge at the Franklin County Probate Court for two years. During this time, he also attended Capital Law School in pursuit of a JD, which he received in 1980. Mr. Harmon currently assists clients in the courts of Ohio and the District of Columbia.
Before entering private practice in 1985, Mr. Harmon held various managerial positions in the banking industry, including posts in the international division at the National Bank of Washington in D.C. and the energy department at the Shawmut Bank in Boston. Mr. Harmon has been featured in numerous honors publications, including Who's Who in America and Who's Who in American Law.
Mr. Harmon was a financial advisor for Elliott Richardson for U.S. Senate in 1984, and later served as general counsel for USA Rugby from 1989 to 1998. In 2000, Mr. Harmon was a candidate for the House of Representatives for Ohio's 12th Congressional District. More recently, he was chairman and general counsel for Progress with Economic and Environmental Responsibility, Inc. (PEER), a group which successfully sponsored a plan to protect the endangered Big Darby Watershed in Central Ohio.
In 2016, Mr. Harmon was lead counsel in the case of White v. King, 2016-Ohio-2770, a landmark case in which the Ohio Supreme Court accepted his argument that the Ohio Sunshine Law prohibits any private prearranged discussion of public business by a majority of the members of a public body regardless of whether the discussion occurs face to face, electronically, or by any other form of communication. Mr. Harmon is admitted to the practice of law in Ohio and the District of Columbia, as well as before the United States District Court for the Southern District of Ohio, United States District Court for the District of Columbia, United States Court of Appeals for the District of Columbia Circuit, United States Court of Appeals for the Sixth Circuit, and the Supreme Court of the United States. He is a longtime member of the Columbus Bar Association, the Ohio State Bar Association, and the American Bar Association.
