Dr. Rojas Ramirez prepared for his career by earning a Bachelor of Science in mathematical statistics from the Central University of Venezuela. He graduated with honors from Pantheon-Assas University in Paris, where he received a Master of Science in mathematical economics and econometrics, as well as a Ph.D. in econometrics and mathematic economics. Dr. Rojas Ramirez furthered his knowledge through additional training in energy economics, senior company management, and energy models at the French Petroleum Institute.
Early in his career, Dr. Rojas Ramirez began honing his skills in the role of deputy minister and senior economist for the Ministry of Hacienda. He then worked as Minister of Finance for the Republic of Venezuela. Dr. Rojas Ramirez achieved many accomplishments in this position, including designing and implementing fiscal and budgetary policy improvements, in addition to automating and digitalizing the treasury, external debt records and debt management processes. He then became executive director of Inter-American Development Bank and Inter-American Investment Corporation. As the vice president of Petroleos de Venezuela, he was noted for re-establishing and restructuring the auditing and internal control department processes, among other accomplishments. Prior to working in his current capacity, Dr. Rojas Ramirez adviser to the President of the Central Bank of Venezuela, and executive director of the International Monetary Fund.
Dr. Rojas Ramirez, who is trilingual in English, French and Spanish, has also consulted internationally regarding econometrics, mathematical economics, finance, banking and risk. He has taught on these subjects as well at his alma mater, Central University of Venezuela. His achievements have been featured in the 66th through 70th editions of Who's Who in America, and in the 28th through 33rd editions of Who's Who in the World.
