Recently retired from his career as a management consultant, Mr. Rice, who founded Public Management, Inc., successfully served as President and Chief Executive Officer from 1982-2015 and is now the Chairman of the Board of Directors. Prior to obtaining his first professional role, he earned a Bachelor of Arts in Psychology from Baylor University. Subsequently, he became a teacher for the Tarkington Independent School District. Mr. Rice proceeded to become a jobs coordinator for Galveston County, and then, from 1978 to 1980, he worked as an administrative assistant for the City of La Marque. During this time, he returned to school, obtaining a Master of Arts in Public Management from the University of Houston at Clear Lake City. With his master's degree in tow, he began work as a consultant for Community Management Services. He resigned from Community Management Services in 1982 and began Public Management, Inc. He sold Public Management, Inc. in 2014 to his employees.
In order to remain connected to his community, Mr. Rice affiliates himself with the Greater Cleveland Chamber of Commerce, the Tarkington Community Library, the Tarkington Historical Society, the Baylor Line Foundation and Omicron Delta Kappa. Throughout his career, he has been recognized many times for his work, including Who's Who in America and Who's Who in Finance and Business, Who's Who in the South and Southwest and receiving the Tarkington Citizen Commitment of Education Award. Mr. Rice has also served as President and Chairman of the Board of Directors for the Greater Cleveland Chamber of Commerce in 2004 and 2016. During his free time, he enjoys giving back as a Director of the Baylor Line Foundation and President of the Rice Richardson Foundation. He is also a founder, former President and currently a Director of the Tarkington Student Foundation. He is also a Deacon at Rural Shade Baptist Church and is currently serving as Chairman of the Deacon Body.
