After serving as a professor of urban engineering for the University of Kyungju, Dr. Cho became president of the National Association of Korean Local Government Studies, the Korean Association of Government Studies, and the National Graduate School Association of Public Administration.
An alumnus of Youngnam University, Seoul National University, and the University of Southern California, Dr. Cho holds a Bachelor of Public Administration, a Master of City Planning, and a Ph.D. in urban and regional planning. A member of the Regional Science Association, he has contributed his knowledge to a number of published works, including the development of the Housing Pension and Farmland Pension, which is the first reverse mortgage system of its kind. In addition, Dr. Cho has written a variety of research papers for the Korean Political Science Association, the Journal of Korean Planning Association, the Journal of Tax Studies, the Korean Society for Consumer Studies, and the International Journal of Urban Sciences, as well as many others. Some of the topics he has covered include restructuring rural areas using the Farmland Pension system, cost of living patterns and welfare policies in rural elderly households, and the analysis of political, financial and economic perceptions on selective versus universal welfare.
