He has shepherded the growing information age by serving with the National Telecommunications and Information Administration (NTIA) in the U.S. Department of Commerce since 1989. Additionally, Mr. McConnaughey has co-written or contributed chapters to several books through the years that serve as invaluable guideposts to how far American industry has come.
Mr. McConnaughey entered government service early on in his career: fresh from a BA in economics with high honors at the University of Maryland, his first post was as an economist at the Federal Communications Commission Common Carrier Bureau in Washington. The commission itself was formed to replace the outdated Federal Radio Commission in 1934, and in 1973, the bureau's function was to regulate communication service providers across the country. In the '80s and '90s, this function would come to the fore as the Internet became increasingly relevant to commerce and policymakers sought the right mix of regulation and competition.
From 1983 to 1989, Mr. McConnaughey managed a research studies division at Bethesda Research Institute, but in 1989, he returned to government service at the U.S. Department of Commerce NTIA. He would serve as senior economist in the office of policy analysis and development for many years, and earned a Master of Public Administration from Harvard University in 1992. From 1991 to 1992, he was made the Robert Seamans Technology Fellow and the Lucius Littauer Scholar at the John F. Kennedy School of Government at Harvard. In 2005, he became a senior economic adviser, rising to the rank of chief economist from 2007 to the end of President Obama's first term in 2013. A longstanding figure within his industry, Mr. McConnaughey has notably impacted four American presidents on telecommunications policies and regulation of a quickly growing industry. His special focus over the past two decades has been detailed research and prudent policies with respect to Internet access and diffusion - addressing the "digital divide" so no American would be left behind in the New Age.
In addition to a stellar career of service to his country, Mr. McConnaughey has also contributed to telecommunications publications, beginning with "Telecommunications Policy for the 1980s: the Transition to Competition" in 1984 and its sequel, "Telecommunications Policy for the 1990s and Beyond" in 1990. In 2002, 2008, and 2015, he contributed to "The Structure of American Industry," providing a continuing metric for the strength of American telecommunications. Mr. McConnaughey has also been affiliated with the American Economic Association, the Eastern Economic Association, the Southern Economic Association, the Society of Government Economists, the Industrial Organization Society, the DAV Commanders Club, Phi Eta Sigma, Omicron Delta Epsilon, Beta Gamma Sigma, and Phi Kappa Phi.
Mr. McConnaughey is the recipient of multiple certifications of appreciation from various respected establishments, from Prince George's County Public School System in 1986 to the National Foundation for Cancer Research in 1990. He was honored with the 1998 and 2000 U.S. Department of Commerce Gold Medal, the 2000 and 2001 Silver Medal for Leadership/Excellence, and eight NTIA Bronze Medals. Furthermore, he has served in various roles for the American Biographical Institute.
