Mr. Moore is a former U.S. Army officer who was decorated for his service in Vietnam. After leaving active duty, he served for 41 years as a lawyer in Albuquerque including 11 years of service as a corporate transactions lawyer for the electrical utility PNM Resources. Mr. Moore retired in June of 2016 and was elected to a four year chancellor position with the New Mexico United Methodist Church at the 2016 Annual Conference in Roswell.
Born in El Paso, Texas, to Charles McKinney and Alice Adeline Moore, Mr. Moore studied military engineering at the U.S. Military Academy at West Point, New York, and was commissioned as a second lieutenant with the U.S. Army in 1966. He served to the rank of captain, and was decorated with a Joint Service Commendation Medal, a Bronze Star, a Vietnam Campaign Medal, and a Vietnam Service Medal. In 1968, he earned a Master of Science in mechanical engineering from the California Institute of Technology in Pasadena, and in 1972, Mr. Moore resigned from the Army. He went on to earn a JD, summa cum laude, from the Southern Methodist University in Dallas in 1975, where he ranked first in his class. He passed the bar in New Mexico and was admitted to the U.S. District Court.
That same year, Mr. Moore joined the firm of Keleher and McLeod in Albuquerque as an associate, becoming a member of the firm in 1979 and going on to serve for 30 years. In 2005, Mr. Moore joined PNM Resources in Albuquerque as associate general counsel, where he served until retirement in 2016.
In addition to his role as a lawyer, Mr. Moore served as a director on the board of the Robert O. Anderson Schools Foundation from 2003 to 2005, and co-chaired the New Mexico Lawyers for General Wesley Clark for President campaign from 2003 to 2004. He is a trustee of the Hatton W. Sumners Foundation in Dallas, and served as trustee of McMurry University in Abilene, Texas, from 1989 to 1992.
Mr. Moore is affiliated with the American Bar Association, Phi Kappa Phi, the Society for Military History, the West Point Association of Graduates, and Phi Delta Phi, which named him 1975 International Graduate of the Year at the Biennial Convention. The State Bar of New Mexico named him 2005 New Mexico Business Lawyer of the Year. Mr. Moore was named One of the Best Lawyers in America for multiple years from 1989 to 2006. He was selected for inclusion in numerous volumes of Who's Who in America, Who's Who in American Law, and Who's Who in the World.
