Mr. Mercer is the president and chief executive officer of The Mercer Group, a nationwide consulting firm incorporated in the State of Georgia and founded as the culmination of Mr. Mercer's 40 years in the public and private sectors of management. With 21 offices across the country, the group offers local governments management studies, compensation and classification plans, executive searches, and strategic planning. Mr. Mercer is a leader in the field, and has written and co-authored six books and more than 300 articles on various phases of public management.
Born in Sayre, Oklahoma, to Fred Elmo and Ora Lee Mercer, Mr. Mercer received BS and MA degrees from the University of Nevada and served with the U.S. Navy as a submarine crewman aboard the USS Bergall and the USS Trigger, after a tour on the aircraft carrier USS Intrepid. He served as a supervisor with Pacific Telephone and General Dynamics, going on to manage a nuclear submarine construction project for Litton Industries from 1967 to 1970. Mr. Mercer always had an entrepreneurial spirit and enjoyed direct contact with clients, which led him to other avenues of management.
Mr. Mercer entered public service from 1970 to 1973 as an assistant city manager for the city of Raleigh in North Carolina. He went on as a national program director for Public Technology, Inc. in Washington, applying science and technology to local government problems. From 1976 to 1979, he worked with Battelle Memorial Institute in research, and he served briefly with Korn/Ferry International in worldwide executive searches. Mr. Mercer completed Cornell University's executive development program in 1979. From 1981 to 1986, Mr. Mercer served as a consultant with the city of Atlanta, Georgia on management, and held positions at the Georgia Institute of Technology, Coopers and Lybrand, and the firm of Wolfe and Associates. In 1986, Mr. Mercer became chairman and CEO of Mercer, Slavin and Nevins, transitioning to the Mercer Group in 1990.
As a management consultant, Mr. Mercer has worked with such luminaries as IBM, Johnson Controls, Bell South, the National Science Foundation, the chancellor of the Netherlands, the president of Costa Rica, and former Atlanta mayor Andrew Young on reduction of government costs. Mr. Mercer has conducted a seminar series with the Venezuelan Productivity Commission. In addition to the Mercer Group, he has notably been a founding member of the Mordecai Square Historic Society, the Dean of Business Advisory Board at California Polytechnic State University, the Masters of Public Administration Advisory board of the University of South Carolina and the College of Charleston, the Raleigh Forward Leadership Organization, as well as the University of Nevada Foundation, where he is an emeritus trustee, and which now boasts an endowment of $256 million.
Over many years providing management services, Mr. Mercer has supported numerous industry groups, notably the Institute of Industrial Systems Engineers, the International Personnel Management Association, the Government Financial Officers Association, the International City-County Management Association, and the North Carolina League of Municipalities, which presented him with the 1971 George C. Franklin Award. He was recognized with membership in the honor society Beta Gamma Sigma. Mr. Mercer is a member of the Shriners and the Masons, and past member of Rotary International, and the Atlanta Chamber of Commerce.
For management acumen and many years of community leadership, Mr. Mercer was selected for inclusion in numerous volumes of Who's Who in America, Who's Who in the West, and Who's Who in the World, as well as two volumes of Who's Who in the Southwest and two volumes of Who's Who in Finance and Business. He is the father of Tara Lee and James Lee with his wife, Karolyn Lois Prince.
