During his career, Mr. Webster served the United States government in a variety of capacities. Prior to beginning his career in foreign affairs, Mr. Webster attended Amherst College, from which he graduated with honors in 1975. He went on to receive a Master of Arts degree in International Relations from Johns Hopkins University in 1977. Mr. Webster joined the Department of State as a diplomat in 1977.
In his initial assignments in economic and commercial positions at the U.S. Embassies in Argentina, Guyana, Portugal, and Algeria, Mr. Webster analyzed and reported on macro-economic and economic sector developments whilst helping U.S. firms increase sales and launch investments in those countries. He also worked in various Department of State offices on economic development, energy, and trade policy issues as well as on country-specific political and economic policy issues of the Caribbean, Central American, and South Asian countries.
Later in his career, Mr. Webster was the Deputy Chief of Mission at the U.S. Embassies in Sudan (1995), Ethiopia (1996), Bangladesh (2000-2003), and Norway (2003-2006). In these assignments, Mr. Webster advised the U.S. Ambassador on policy and management issues and managed all Embassy employees and operations. When the U.S. Ambassador was not present or there was no U.S. Ambassador, Mr. Webster was the U.S. Charge d'Affaires.
In 2006, Mr. Webster returned to the United States to serve as the Director of the Department of State's Office of Development Finance. He was selected in 2008 to be the Director of the Office of Central American and Panamanian Affairs at the Department of State. In this position, he helped develop and implement the U.S. response to Honduras' seven-month political crisis in 2009.
In Mr. Webster's last position with the Department of State as a Senior Advisor during 2011 and 2012, he expanded collaboration between the United States and other bilateral and multi-lateral donors to improve citizen safety in Central America. Mr. Webster remains involved in the foreign affairs field by participating in the activities of DACOR, an organization of foreign affairs professionals in Washington, D.C. He has served as a chairman of DACOR's program committee since 2015. He is also a member of the Ford Latin America Group (FLAG) and the American Foreign Service Association.
For his contributions to achieving U.S. foreign policy objectives, Mr. Webster received the Superior Honor Award from the U.S. Department of State a total of nine times between 1983 and 2012. In addition, he was the recipient of the Department of State's Meritorious Honor Award in 1997, 2000 and 2007. Mr. Webster has been featured in Who's Who in America, Who's Who in American Politics, Who's Who in the East and Who's Who in the World. In 1987, he was included in the 1st edition of Who's Who of Emerging Leaders in America.
