The State University of New York (SUNY) at Fredonia claims Dr. Dowd as a distinguished professor emeritus, after 35 years of dedicated service to political science in the northern part of New York State. He has been teaching since 1959, and is known for his achievements as a former dean and joint professor with the business department. Dr. Dowd currently serves as a senior associate with Mendez England and Associates in Bethesda, Maryland, providing creative solutions for economic development.
Born in Boston, Massachusetts, to Joseph Francis and Marion Caroline, Dr. Dowd attended St. Michael's College in Winooski, Vermont before earning a JD in 1958 from the Catholic University of America in Washington. He wanted to teach, but with his law degree, he was limited to the subject of business law. Dr. Dowd became an instructor with the University of Maine and the University of Massachusetts while earning a Master's degree and a PhD from the latter. He was welcomed by SUNY Fredonia in 1963 as an assistant professor of political science, and went on to associate professor four years later.
From 1969 to 1978, Dr. Dowd served as dean of graduate studies and research, and from 1978 to 1984, he served as dean of faculty for natural and social sciences. In 1984, he became a joint professor with the business department, and in 1998, Dr. Dowd accepted the distinguished role of professor emeritus. In 2017, he was inducted into the SUNY Distinguished Academy of Emeriti Faculty.
Dr. Dowd has been a frequent contributor to law journals, and in 1974, he was one of the editors of the World Dictionary of Environmental Research. Additionally, he served as associate editor of the Catholic Law Review for two years, and led the U.S. Information Agency as a director of the Albania grant through the '90s. Since 1977, he has served as a consultant with the Middle States Association of Colleges and Universities. Dr. Dowd has been active with his local government as well, and served as a member of the New York State commission on the Bicentennial of the Constitution in 1987. He spoke at West Chester University in 1991, and served with the board of Health Systems Agency of Western New York for one year.
Dr. Dowd's achievements have been recognized with a 1991 President's Medallion Award from West Chester University, as well as a 1994 Extraordinary Service to the Commission on Higher Education honor at the University of Rochester. He is a member of the Columbia University Seminar on the History of Legal and Political Theory, the Torch Club, Delta Epsilon Sigma, Pi Sigma Alpha, Delta Theta Phi, and Phi Eta Sigma. Dr. Dowd was selected for inclusion in numerous volumes of Who's Who in America, Who's Who in American Politics, Who's Who in the East, and two volumes of Who's Who in the World in 2015 and 2016. He is married to Dianne May Robichaud, with whom he had five children: Megan Eileen, Sean Morgan, Colin Martin, Blaine Christopher, and Roarke Terence.
