In July of 2015, Ms. Scanlon retired as divisional dean of the Schack Institute of Real Estate in the New York University (NYU) School of Continuing and Professional Studies. It was the culmination of 52 years of service as an economics educator and economist, as well as recognition of her contributions to New York City, which she has worked to improve for much of her professional life. "We are fortunate to have an accomplished leader of Rosemary's stature establishing priorities and setting the future direction of the NYU Schack Institute," said co-interim dean Dennis Di Lorenzo in a release from NYU dated April of 2012.
Born to Donald Angus and Mary Agnes MacLellan, Ms. Scanlon is a native Canadian, and initially studied at St. Francis Xavier University in Nova Scotia to earn an AB in 1959. She went on as a Ford Foundation Scholar to earn an MA from the University of New Brunswick in 1960. Ms. Scanlon joined the College of William and Mary in Williamsburg, Virginia as an economics instructor for three years before accepting a position as an assistant professor at Old Dominion University in Norfolk, Virginia.
In 1969, she accepted a position as an economic analyst for the Port Authority of New York and New Jersey, the governing body for one of the largest public transportation networks in the world. It was a role she would excel in for 24 years, and in 1969, Ms. Scanlon was promoted to senior economist for regional research, and again in 1980 to manager of economic development and planning. She earned a PMD from Harvard Business School in 1981, continuing to serve the Port Authority as a chief economist from 1983 to 1993. From 1992 to 2005, she joined the board of directors for the energy firm Emera, Inc.., and in 2005, she accepted a position as chair for the Transit Center Inc. in New York, a nonprofit foundation that supports advocacy, research, and development of public transportation in the U.S.
In 2011, Ms. Scanlon was asked to step in as interim dean for the Schack Institute, and in April of 2012, she accepted the prestigious position as full divisional dean. Having served as an associate professor there since 2001, she was well prepared for the role, and brought expertise from her position as a consultant on urban and regional economics. Ms. Scanlon also spent the years from 1997 to 1999 at the London School of Economics as a visiting research fellow, and from 1993 to 1997, she was appointed deputy state controller for New York City.
Ms. Scanlon is also the author of "Building for Growth, A Development Strategy," in 2002, which ties in to numerous articles she has written on lower property tax costs, the economic impact of capital construction on New York City, as well as the need for infrastructure investment in the city. Ms. Scanlon has been an invited speaker in Australia, Canada, China, and the U.K. In 2011, she was awarded an honorary doctorate from her alma mater, St. Francis Xavier University.
Ms. Scanlon is also the co-author of "The Arts as an Industry" in 2007, and editor of" The London-NY Study" in 2000. She was recognized for her achievements in the field with the 2001 Distinguished Alumnus Award from St. Francis Xavier University, the 1999 De Luca Award for Lifetime Achievement in Economic Development, and the 1987 Executive Directors Award at the Port Authority of New York and New Jersey. For excellence in economics education and application in the field, Ms. Scanlon was selected for inclusion in numerous volumes of Who's Who in America, Who's Who in the East, Who's Who in the World, Who's Who of American Women, Who's Who in Finance and Business, and the 2011 to 2012 volume of Who's Who in Science and Engineering. In 1965, Ms. Scanlon married Michael Scanlon and divorced in 1979. They have two children, Sean Donald and Jennifer.
