Mr. Parks currently serves as the president and chief executive officer of the Louisiana Public Facilities Authority (LPFA), a position he has held since 1995. The mission of the LPFA is to further education, healthcare, economic development, and job creation in Louisiana to make Louisiana a better place to work, live, and raise families. It fulfills this mission by serving as a conduit issuer of tax-exempt and taxable bonds for Louisiana and its citizens, providing the means for qualifying projects and entities to receive tax-exempt financing and thereby achieve substantial interest cost savings. LPFA also fulfills its mission by offering student loans and free college planning resources to students and parents through Lela, the LPFA's education division. During Mr. Parks tenure, the LPFA has issued over $15 billion in bonds and provided student and parent borrowers the opportunity to save over $157 million on their student loans.
Completing a JD at the University of Miami in 1981, where he served as an editor of the Law Review, Mr. Parks previously attended Ball State University, graduating with a BS in 1978. He has since been admitted to practice law by the Louisiana State Bar Association and The Florida Bar. Mr. Parks also received the third highest score in Louisiana on the May 1992 CPA exam.
Mr. Parks previously served as an attorney with Jones, Walker, Waechter, Poitvent, Carrere, et al. from 1981 to 1983, with Foley & Judell from 1983 to 1988, and with McCollister & McCleary PC from 1988 to 1995. He continues to serve as a member of various organizations, including the Council of Development Finance Agencies (CDFA), the National Association of Health and Higher Educational Facilities Finance Authorities, and the Education Finance Council. He has also continued to serve on the board of directors of St. Mary's Residential Training School since 2009 and the Louisiana Public Health Institute since 2005.
Married since 1982 with three children, Mr. Parks enjoys travelling and computers. He has visited all fifty states and forty-five different countries. The recipient of a Lifetime Achievement Award by the CDFA in 2015, he has been included in dozens of issues of Who's Who, including Who's Who in America, Who's Who in the World, Who's Who in the South and Southwest, and Who's Who in American Law.
