Mr. LeVander completed his undergraduate work at Gustavus Adolphus College, where he earned a Bachelor of Arts in Political Science, magna cum laude, in 1962. He then completed a JD at Harvard Law School three years later. He began his career as a partner at LeVander, Gillen, Miller, Anderson and Kuntz from 1965 to 1988. Mr. LeVander then transitioned to serving as partner for Maun & Simon from 1989 to 2000, before joining as a partner Felhaber, Larson, Fenlon, and Vogt, a full service law firm in the Midwest, from 2000 until his retirement in 2015. He was admitted to the Minnesota Bar in 1965 and to the U.S. District Court in 1967.
Specializing in energy and utility law for 50 years, Mr. LeVander represented electric cooperatives in Minnesota on numerous regulatory issues and in the courts. Such issues included electric service territories, rate cases, solar and wind purchases, renewable energy credits, distributed generation, and customer service rules. He represented 12 cooperatives in their successful acquisition of a major electric utility company business in Minnesota before the Minnesota Public Utilities Commission from 2013-2015. He conducted 23 legal seminars for Minnesota cooperative attorneys and was a lecturer at national legal seminars on utility issues. He served as general counsel to the Minnesota Rural Electric Association for 46 years.
A member of several organizations relative to his work including the American Bar Association, the Dakota County Bar Association where he also served as President, the National Rural Electric Cooperative Association where he served as a regional representative on the Lawyers Committee twice, Mr. LeVander received the regional award for Outstanding Service in 2006. Mr. LeVander has served on the Board of Advisors for the Electric Cooperative Bar Association. Mr. LeVanders accomplishments have resulted in his being named to Outstanding Young Men of America by the U.S. Jaycees in 1972.
Committed to civic activities, Mr. LeVander was Coordinator of the President Ford Campaign in Minnesota and was a member of the Governor's Red River Valley Flood Control Committee as well as serving on the boards of other local organizations. Especially involved with the American Red Cross, Mr. LeVander served as President of the St. Paul Area Chapter of the American Red Cross and on the boards of the Twin Cities Area Red Cross and the North Central Blood Services region. Mr. LeVander was elected to the National Board of Governors of the American Red Cross, served as Chair of the Biomedical Services Committee, and received the Harriman Award in 1995, the highest award given by the American Red Cross.
Married to Carla Ann Augst in 1969 with whom he has 3 children, Mr. LeVander enjoys tennis, squash, hunting, public speaking, and politics. His father served as Governor of Minnesota from 1967-1971. Mr. LeVander has also been included in several editions of Who's Who in America and Who's Who in American Law.
