Mr. Elliott is a contracts manager and attorney at Bechtel National, Inc., a subsidiary of Bechtel Group, the international construction and project management company famous for, among other things, the English Channel "Chunnel", the Hoover Dam and recovery work after hurricane Katrina and the Iraq war. Mr. Elliott has been with Bechtel for the past 14 years and is well-known for his in-depth knowledge of government contracting. In his role, he is responsible for supporting very large, complex government contracts for the design and construction of plants to demilitarize chemical weapons, safeguard nuclear weapons and waste, clean-up contamination left over from the cold war and modernize defense facilities. Over the years, he has worked on numerous projects critical to the national defense of the country, including: an international project between Japan, the UK, Russia, and the U.S. to build a barge-mounted liquid radioactive waste processing plant for use to decommission Russian submarines and protect the waters of the Sea of Japan; projects in Russia and the former Soviet Union to reduce chemical weapons and safeguard nuclear materials; and projects here in the United States to reduce and modernize our nuclear weapons.

Prior to joining Bechtel, Mr. Elliott served as the managing attorney and general counsel for the DOE Y-12 National Security Complex in Oak Ridge, TN. Prior to that Mr. Elliott was an attorney for The Babcock & Wilcox Company in Lynchburg, VA and worked on environmental remediation projects and naval nuclear propulsion contracts. He started his corporate career as a procurement and government contracts counsel for Grumman Aerospace Corporation in Bethpage, Long Island, NY working on Navy, Air Force and NASA contracts.

A retired lieutenant colonel with the U.S. Army Reserve, LTC Elliott helped countless military personnel with their legal issues in his twenty three years on active and reserve duty. One of Mr. Elliott's proudest moments included serving as an army judge advocate where he provided legal service to the family of a general officer that was kidnapped by the Italian Red Brigade. He also served in the Army Tank Automotive Command, the Headquarters Army Corps of Engineers, and the Defense Information Systems Agency where he performed contracts and legal research on a wide variety of topics including seminal research into the legal authority for what is now referred to as "cybersecurity".

Having learned from his father, a retired environmental scientist, to always approach each topic without preconceptions in order to pursue truth, Mr. Elliott continues to heed those very wise words every single day at work. He is proud to have furthered his father's environmental legacy through his work on numerous environmental remediation projects.

Mr. Elliott earned a Bachelor's degree at State University of New York in 1976, followed by a JD at Albany Law School of Union University in 1979. He was then admitted to the practice of law by the Bars of New York, Virginia and Tennessee, as well as before U.S. District Court of the Northern District of NY, the Eastern District of Tennessee and the U.S. Court of Military Appeals. A father of two sons, Mr. Elliott has been included in multiple issues of Who's Who, including Who's Who in America, Who's Who in American Law, and Who's Who in the World.
