After spending more than 25 years in the field, he was elected to be a Fellow of the College of Labor and Employment Lawyers. He is also an experienced mediator who has been affiliated with the Eastern District of the U.S. District Court of New York for nearly 20 years, serving most recently on its ADR Advisory Council, the pro bono panel of the Second Circuit of the U.S. Court of Appeals for the past 12 years, and the Southern District of the U.S. District Court of New York for the past seven years.
Upon completion of his undergraduate studies at Binghamton University, where he graduated summa cum laude in 1970, Mr. Starr pursued a PhD in Philosophy at The University of Michigan, graduating in 1976. Mr. Starr subsequently earned a JD at the prestigious Yale University Law School three years later. He then served as Law Clerk to the Hon. Abner J. Mikva, Circuit Judge of the U.S. Court of Appeals for the D.C. Circuit. Admitted to practice by the New York Bar shortly thereafter, he was later admitted to practice by the Second, Ninth and D.C. Circuits of the U.S. Court of Appeals, and the Supreme Court of the United States.
Over the course of three decades prior to joining Holland & Knight, LLP, Mr. Starr earned a reputation for excellence while acquiring extensive experience in the field. He spent time with several firms, including eight years at Kaye, Scholer, Fierman, Hays & Handler, chaired the employment and labor relations department at now Hogan Lovells for five years, and served on their labor and employment law and litigation practice group for the firm for another seven years.
Lending his time by serving on the board of trustees for the Lawyers Alliance for New York and the CASA (Court Appointed Special Advocates) in New York City, which he helped found, Mr. Starr also served on the human resources committee for the Partnership of New York City. Participating with organizations including the Association of the Bar of the City of New York for numerous years, he is also an elected fellow of the American Bar Foundation.
Mr. Starr's outstanding career has earned him the opportunity to research and write extensively. He is, most recently, the author of "The Muddle of 'Motivating Factor:' Using the Logic of Human Action to Inform Employment Discrimination Law," to be published in 2017 in the Hofstra Labor & Employment Law Journal. Additionally, he has been on the advisory board for "Sexual Harassment and Sexual Discrimination," for James Publishing, Inc., and is a former columnist for the employment law section of the "National Law Journal" from 1996 to 2013.
