Although most of Mr. Cantilo's recent practice has been in insurance rehabilitation and liquidation, reorganization of health services corporations, and insurance corporate restructuring, merger, and acquisition, much of his law practice has also been dedicated to civil litigation and alternative dispute resolution, including cases in the state and federal courts at the trial and appellate levels. As an adviser to state regulators, Mr. Cantilo has been involved in conversion, merger, acquisition, reorganization, and initial public offering transactions for numerous insurers and Blue Cross Blue Shield plans. His litigation experience includes simple matters such as the prosecution or defense of insurance claims and complex matters such as major bankruptcy reorganizations and insurance rehabilitations. He has also handled numerous complicated business and insurance transactions, and served as counsel to the receiver, special deputy receiver, deputy receiver, and deputy liquidator to dozens of insurance and managed care insolvencies throughout the country.
During the first three years of his career Mr. Cantilo served as partner of several firms, notably as counsel for Freytag, Perry, LaForce, Rubinstein & Teofan in Austin, as an associate for a local firm, and as counsel to the receiver for the Texas Department of Insurance. Earning a BA with honors and JD at the University of Texas at Austin in 1977 and 1980, respectively, Mr. Cantilo was admitted to the Texas Bar Association, every Texas state court, the U.S. District Court for the Eastern, Northern, Southern, and Western Districts of Texas, the U.S. Court of Federal Claims, the U.S. Courts of Appeals for the Fourth and Fifth Circuits, and the Supreme Court of the United States.
A member of the American Bar Association, the Texas Bar Association, and the Travis County Bar Association, Mr. Cantilo has contributed several articles to professional journals and conducted more than 75 presentations and lectures. He is a principal charter member, past president and past member of the board of directors of the International Association of Insurance Receivers, and has been a regular contributor to its quarterly journal. He has also been an active participant in the deliberations of the National Association of Insurance Commissioners, the National Association of Health Maintenance Organization Regulators and the National Association of Managed Care Regulators. Named to Best Lawyers in America by Super Lawyers every year since 2009, he has also been highlighted in various editions of Who's Who, including Who's Who in America, Who's Who in American Law, and Who's Who in the World.
