Hal graduated from Omaha, Nebraska Benson High School, received his Bachelor of Science degree in Business Administration from Washington University in St. Louis, Missouri, his law degree from University of Nebraska and served as a Captain, U.S. Army Infantry, Platoon Leader and Company Commander.
Hal practiced law in Omaha with the firm of Fitzgerald, Brown, Leahy, McGill & Strom; was Vice-President and General Counsel with Standard Chemical Manufacturing Company; elected to and served four-terms in the United States House of Representatives working for Nebraskans as a member of the most powerful and influential committee of the Congress, the Ways and Means Committee; campaigned for the U. S. Senate on two occasions; was a principal and partner in the accounting firm of Deloitte & Touche; served as the twice-elected Mayor of the City of Omaha; was elected to the Boards of the Nebraska League of Municipalities, the U.S. Conference of Mayors and the National League of Cities, and was President of the National Republican Mayors and Local Officials Association for six years; was elected to be a Delegate to the last ten Republican National Conventions, served as Vice-Chairman of the Metropolitan Entertainment and Convention Authority Board, was Chairman of Community Health Charities of America National Board, National Committeeman for the Nebraska Republican Party, was President and CEO of the American Health Care Association, and is now a Senior Counsel with Husch Blackwell law firm. Appointed by President G.H.W. Bush to the National Advisory Commission on the Public Service in 1990 and nominated by President George W. Bush, to serve a six-year term on the permanent statutory Social Security Advisory Board and as a result of confirmation by the U.S. Senate on January 25, 2002 and at the direction of the President, on February 5, 2002, serve as its Chair for the next four years. Hal was a delegate to the 2006 White House Conference on Aging. He is currently serving as a publicly elected member of the University of Nebraska Board of Regents.

Hal has received numerous awards and citations, including: Distinguished Eagle Scout, Silver Beaver Award in Scouting, and Citizen of the Year in 2003, Omaha Chamber of Commerce Business Hall of Fame in 2004, Humanitarian Award by the Grand Masonic Lodge of Nebraska, 2004, Communication and Leadership Award from Toastmasters International, 2005. More recently, Hal served as Chair of the Salvation Army "Be a Hero" luncheon, is Tree of Lights Chairman and as a capital campaign chairman for Madonna School. He was a member of the Advisory Board of Grace University.
Hal is a member of Veterans of Foreign Wars Post 2503, American Legion Post 112, "40 & 8" American Legion, Reserve Officers Association, and the Air Force Association.
Hal has three children and five grandchildren. He is married to the former Mary Mernin of Arapahoe, Nebraska.

As Mayor, Hal is remembered for transacting substantial rate reduction for all Omaha property tax payers, bringing innovations like Police helicopter to advance public safety, infra- red helmets to the fire departments, Sun Dawgs summer youth program to the Omaha Parks, Downtown riverfront development for a Convention Center and Arena, the First National Bank Tower, the Union Pacific Center, the Hruska Federal Court House, the Curtis Regional Park Service Headquarters, the South Omaha stockyards and North Omaha development projects and the West Dodge Expressway and too many others to name here.
