He has been the Senior Associate Dean for Education and Undergraduate Programs in the College of Engineering at the University of Notre Dame since 2013.

With more than 40 years of practiced experience, Dr. Huang has been the Senior Associate Dean for Education and Undergraduate Programs in the College of Engineering at the University of Notre Dame since 2013, having been with the school since 1982 as an assistant professor and associate professor of the Department of Electrical and Computer Engineering, and then associate professor, professor, and chair of the Department of Electrical Engineering. He has also held visiting professorships at Waseda University in Japan, the Munich University of Technology in Germany, and the Helsinki University of Technology in Finland.
Dr. Huang began his career at National Taiwan University, obtaining a BS in Electrical Engineering in 1976. After working for RCA Taiwan Ltd. as a quality control engineer for one year, he then traveled to the United States to obtain an MS in Electrical Engineering from the University of Notre Dame, going on to earn a PhD from Princeton University in 1982. He has since helped to direct graduate students with their own Master's theses and Doctoral dissertations at Notre Dame and other schools.
As an expert in his field, Dr. Huang has been invited to lecture on subjects such as "diffusion distributed adaptive estimation," "distributed on-demand sensing and estimation," and "distributed sensor networks." Additionally, he has contributed his research to a number of publications, including the IEEE Journal on Selected Topics on Signal Processing, the IEEE Transactions on Signal Processing, the IEEE Journal of Selected Areas of Communications, and IEEE Transactions on Circuits and Systems. He has also been recognized for his accomplishments, including having won the Golden Jubilee Medal and Distinguished Lecturer Award from the IEEE Circuits and Systems Society, and received the Fulbright-Nokia Scholarship in 2007, as well numerous scholarships and research grants. At the University of Notre Dame, he received the Presidential Award in 2003, the Teacher of the Year Award from Notre Dame's College of Engineering in 2013, the Rev. Edmund P. Joyce, C.S.C Award for Excellence in Undergraduate Teaching in 2011, and the Outstanding Teacher Award in the Department of Electrical Engineering in 1994 and 2011. Dr. Huang has been a Fellow of the IEEE since 1995.
