Dr. Gardenier has navigated a varied career in naval intelligence, maritime operational safety, official health statistics, and science/statistical ethics. He has particularly enjoyed joint efforts in statistics with his wife, Turkan Gardenier, who also received a Marquis Who's Who Lifetime Achievement Award. He is now retired.
Dr. Gardenier was born in Portland Maine in 1937. He graduated Valedictorian from South Portland High School and attended Yale University on a full scholarship as one of only 100 winners of a General Motors Corp. competition for all U.S. high school graduates in 1955. After Yale, he joined the Navy as an Ensign and rose to Commander in naval intelligence, serving on active duty until 1968. As a reservist for another 18 years he supported a Deputy Assistant Secretary of the Department of Defense, the national intelligence community, the Deputy Chief for Naval Air Warfare, and the Director of Naval Intelligence. He received his Master of Science and Doctor of Business Administration degrees from The George Washington University School of Business with a focus on Operations Research and Information Technology.
As a 19 year civilian scientist at Coast Guard Headquarters, Dr. Gardenier directed ship simulator and other research into merchant marine operational safety, primarily regarding supertankers and bulk hazardous cargo carriers. He led development of a complex computer model to support management of risks to shoreside populations and facilities. With his wife, Dr. Turkan Gardenier, he was selected to author the entry "Statistics of Risk Management" for the Encyclopedia of Statistical Sciences. He has been an invited expert consultant on the Valdez Alaska oil port, a Gulf of Mexico deepwater offshore oil port, various offshore energy technologies for the Georges Banks area off New Jersey, and for the design of large Danish bridges over major navigational passages. Dr. Gardenier was also the Coast Guard staff liaison to the National Academy of Sciences.
A recognized expert in the design of complex computer simulations, he served the Society for Computer Simulation (SCS) as a member of the Board of Directors, National Chairman for a major convention, on the Board of Editors for the journal Simulation and its Press Representative to the American Association for the Advancement of Science (AAAS). He was also the sole official SCS representative to the AAAS and was active in the AAAS Professional Society Ethics Group.
At the National Center for Health Statistics (NCHS) 1990-2003, Dr. Gardenier advised on computerizing their personal interview surveys to produce official statistics on major aspects of U.S. health and health care. He coordinated required approvals by the Office of Management and Budget of all NCHS surveys. He also served the American Statistical Association as Chair of its Committee on Professional Ethics, as Vice Chair of its Committee of Representatives to AAAS, and as a member of Scientific and Public Affairs Advisory Committee.
After retiring from federal service in 2003, Dr. Gardenier has been an invited author for peer-reviewed journals including Science and Engineering Ethics and The American Statistician, as well as an introductory chapter author for the textbook Handbook of Ethics in Quantitative Methodology. He has also been a judge at the Intercollegiate Ethics Bowl.
Consistently rewarded for his contributions, Dr. Gardenier has received: Navy Letter of Commendation, Department of Transportation Silver Medal, Director's Award at the National Center for Health Statistics, and - most prominently - Elected Fellow of the AAAS. He has been listed in Who's Who in Science and Engineering, Who's Who in America, Who's Who in the World, Who's Who in the East, and Who's Who in the South and Southwest.
His activities in retirement include continuing study of science, history, and geopolitics with hobbies focused on golf, piano, and world travel.
