Dr. Huang is a professor in the department of computer and information science at Hosei University in Tokyo. She formerly taught as an associate professor at the university from 2000 to 2003, and as a research associate and assistant professor in the Faculty of Computer Science and Engineering at Aizu University in Japan from 1993 to 2000.
Earning a Bachelor of Science in electronics technology at the National University of Defense Technology in China in 1982, Dr. Huang then began working at the National University of Defense from 1982 to 1988. Receiving a Sino-Britain Friendship Scholarship to complete her doctorate degree, she received a PhD in computer science and mathematics at the University of the West of England in the United Kingdom in 1993.

Her research has been specific to big data mining, machine intelligence, cognitive computing, cloud computing, hyper-world modeling, brain modeling, and artificial intelligence. She has been the recipient of several grants for her work over the last decade as well, and has been the recipient of several best paper awards.
A senior member of the Institute of Electrical and Electronics Engineers (IEEE), where she has served on numerous committee, including as co-chair of the IEEE CIS Task Force on Brain Informatics which began in May 2009, founding member of IEEE CIS Smart World Technical Committee, IEEE CS Big Data Technical Committee, and IEEE CIS Cybermatics Technical Committee. Dr. Huang has been cited in Who's Who in Asia, Who's Who in Science and Engineering, and Who's Who in the World multiple times.
