With 50 years of experience in the federal sector, Mr. Tobias has served in several positions to advance the interest of good governance. He has been the Director Business Development for the Key Executive Leadership Program at American University since 2004. He founded the program in 2002, and served as the Director until 2014. He has also served as a Senate confirmed member of the IRS Oversight Board since 2000, which has the responsibility of creating and recommending the IRS budget directly to the U.S. Congress. Since 1999, he has served as President of the Federal Employee Education & Assistance Fund, which provides scholarships, grants and no interest loans to federal employees in need, and as Director of the Institute for the Study of Public Policy implementation at American University. Prior to 1999, he was the President of the National Treasury Employees Union from 1983 to 1999, Executive Vice President and General Counsel from 1979 to 1983, General Counsel from 1970 to 1979, and a lawyer for the union from 1968 to 1970.
Mr. Tobias began his career by pursuing an education at the University of Michigan, earning a Bachelor of Arts in 1965. He went on to obtain a Master of Business Administration at the University of Michigan in 1968. He concluded his studies in 1969, graduating with a Doctor of Jurisprudence, with Honors, at The George Washington University Law School. Additionally, he has maintained membership with the ABA and the Society for Labor Relations Professionals.
An expert in the field, Mr. Tobias has been a Distinguished Practitioner in Residence at the School of Public Affairs, Department of Public Administration and Policy, at American University since 1999. A contributor of articles to law reviews and professional journals, he was a lecturer for the School of Law at The George Washington University Law School from 1970 to 1992.
In recognition of his contributions, Mr. Tobias has accrued several accolades and honors throughout his career. A fellow of the National Academy of Public Administration, he has been presented with the Union Leader Award from the Society for Labor Relations Professionals in 1987, the Paul P. Van Riper Award from the American Society for Public Administration in 2011, and the Warner M. Stockberger Achievement Award from the International Public Management Association in 2014. Mr. Tobias has also been selected for inclusion in multiple editions of Who's Who in Finance and Business, Who's Who in Finance and Industry, Who's Who in America, Who's Who in American Law, Who's Who in American Politics and Who's Who in the East.
Inspired by his desire to create an environment where people can meet their full potential and ambitions, Mr. Tobias is proud to have held careers as both general legal counsel for a labor union as well as an educator. His career highlights include working with President Clinton to change federal sector labor management relations from adversarial to collaborative as well as creating a leadership development program where students choose to change their behavior in order to craft collaborative relationships and increase productivity.
