Recently becoming a professor emerita of political science in 2017 at Boston University (BU) after teaching at the university for more than 40 years, Dr. Rossell began her career in academia in 1973 as an assistant professor at Pitzer College in Claremont, CA, followed by a research associate appointment at the University of Maryland at College Park until 1975. During her tenure at BU, she chaired the political science department for three years and served as a full professor for 18 years. Dr. Rossell also spent time as a visiting assistant professor at Duke University for several years in the late 1970s and the University of California, Berkeley in 1981, was a visiting lecturer at Canberra College in Australia in 1985, and was a visiting fellow at the Public Policy Institute of California in 1999.
Obtaining a Bachelor of Arts in international relations with a specialization in Latin America at the University of California, Los Angeles, Master of Arts in political science at California State University, and Ph.D. in political science at the University of Southern California, Dr. Rossell spent her years in education concentrating on public policy, public policy analysis, American politics, school desegregation, bilingual education policy, education policy, urban politics and policy and methodology.
Dr. Rossell held the Maxwell Chair in United States Citizenship. She has been a consultant and expert witness in more than 60 educational equity court cases since the early 1970s, and has helped design and defend 11 magnet-voluntary desegregation plans. She has also designed and conducted numerous public opinion surveys during her tenure. The author of numerous scholarly articles and reports on school desegregation and bilingual education policy, as well as monographs and book chapters, she has authored and co-authored six books to date, including "School Desegregation in the 21st Century," "Bilingual Education in Massachusetts" and "The Carrot or the Stick for School Desegregation."
The recipient of several grants for her research, including one with Keith Baker called "Bilingual Education Reform in Massachusetts" from the Pioneer Institute, a second with Keith Baker called "Bilingual Education as a Civil Rights Policy" through Smith Richardson, and one titled "The Effectiveness of Desegregation Plan Characteristics in Producing Interracial Exposure," which was funded by the U.S. Department of Education, Dr. Rossell also received several awards and recognitions for her work. In 2000, she accepted a Dean's Award for Outstanding Teaching granted by the College of Arts And Sciences at Boston University. She was also included as one of 51 individuals listed in Jeffrey Raffel's "The Historical Dictionary of School Segregation and Desegregation: The American Experience" through Greenwood Press in Westport, CT, in 1998. Furthermore, she has been included in numerous editions of Who's Who in America, Who's Who in American Education, Who's Who in the East, Who's Who in the World and Who's Who of American Women. Most notably, Dr. Rossell is the proud parent of one amazing daughter.
