Dr. Chiacchierini is the owner of R.P. Consulting, LLC, in Gaithersburg, Maryland, specializing in statistical consulting and regulatory affairs and offering a full range of services for medical device products since 2002. His depth of expertise in the healthcare field includes not only an extensive education but more than 30 years in the field working for such organizations as the National Center of Radiological Health, the Environmental Protection Agency, and, for 21 years, with the Food and Drug Administration (FDA) in such roles as director of the biometric science division and chief of the statistics branch for the Center for Devices and Radiological Health. Prior to forming his consulting business, he then spent eight years as the vice president of statistical services with C.L. McIntosh and Associates, Inc.
During his years in the field, Dr. Chiacchierini participated in the design, analysis, and interpretation of clinical studies on human populations to assess the safety and effectiveness of medical devices, pharmaceutical, biologic, and radiological products, in experimental preclinical animal and engineering studies, and in the studies of manufacturing processes. He has also designed sampling and decision criteria for quality assurance/quality control systems, has pursued and extended the theoretical development and study of methods of analysis involving categorical data, including methods to handle the anomalous condition of data misclassification, analysis of multidimensional contingency tables, and a means to improve power of significance tests, and has provided sound statistical bases for decisions on safety and effectiveness of medical devices, pharmaceutical, biologic, and radiological products. The results of his research have been documented in peer reviewed journals, such as The New England Journal of Medicine and many other medical and scientific publications. He also spent five years on the editorial board for Statistics in Medicine in the 1990s, and has been an associate editor for Cephalagia since 2013.
Serving as chairman and on the board of directors for the Commissioned Officers Association of the United States Public Health Service (USPHS) Inc., since 1991, Dr. Chiacchierini formerly served on various other boards throughout his career, including on the FDA's device clinical trials workshop and the USPHS epidemiology training steering committee and scientific professional advisory committee. He also taught as an adjunct faculty member of statistics at his alma mater, Virginia Polytechnic Institute and State University, from 1981 to 1990, and was an invited speaker at various speaking engagements throughout his career.
Dr. Chiacchierini is a longstanding member of such organizations as the American Statistical Association and the Regulatory Affairs Professional Society, and the recipient of countless awards, including a Meritorious Service Medal, Outstanding Unit Citation, and Unit Commendation from the USPHS. Highlighted in many editions of Who's Who in America, Who's Who in Medicine and Healthcare, Who's Who in the East, and Who's Who in the World, he has been married to his wife, Kathleen Doris O'Grady, since 1965, with whom he has two children.
Dr. Chiacchierini earned a Bachelor of Science in Mathematics at St. Bonaventure University in 1965, Master of Experimental Statistics at North Carolina State University in 1967, and Doctor of Philosophy in Statistics at Virginia Polytechnic Institute and State University in 1973, as well as a graduate degree from Watkins Glen Central School District.
