James M. DeCarli Presented with the Albert Nelson Marquis Lifetime Achievement Award by Marquis Who's Who

Focusing on research in the field of neuroepidemiology, Dr. DeCarli is widely regarded for his many career achievements in applying neuroepidemiology to developing, sustainable, evidenced-based, behavioral interventions to improve public health interventions to reduce exposure to injury and disease in the profession of public health. He is best noted for his early research in preventing listeriosis among pregnant women as part of graduate research at the George Washington University School of Medicine and Health Sciences; applying cognitive interviewing methods to improve the efficacy of assessing elder abuse and maltreatment as part of a research team through a National Institutes of Aging grant with the University of Southern California, Davis School of Gerontology; establishing biomarkers linking atrophy of the hippocampus among Alzheimer's Disease patients to early childhood and lifetimes exposure to traumatic events, including child abuse and neglect to intimate partner violence; and 1) applying cognitive-based methods to determine risks of driver distraction; 2) establishing neurodevelopmental biomarkers to determine the injury risk of driver behavior among adolescents; and 3) identifying three neurodevelopmental pathways that identify behavioral risk during adolescence through doctoral research at the University of Southern California, Neurosciences, Department of Psychology.

While completing his doctoral research, Mr. DeCarli observed many gaps in the field of public health where cognitive neuroscience could be used to improve public health interventions. Mr. DeCarli utilized his neuroscience research, as well as other peer reviewed research in neuroscience to develop sustainable and evidenced-based public health programs. In an effort to solve many of these gaps in public health, he established two companies. Since 2002, Mr. DeCarli has served as the CEO of Public Health Behavior Solutions which provides state and local agencies, hospitals, schools and organizations with evidenced-based injury prevention consultant services and programs. The company specializes in public health injury prevention research, cognitive interviewing, capacity building and sustainability of prevention programs. The company also provides consultancy services to injury prevention coordinators at level I and II verified trauma centers, governmental agencies, educators in schools and day care and health care providers. Further, in serving as CEO to his other company, Pro Consumer Safety, provides consumers with evidenced-based safety awareness, as well as injury prevention no-cost and fee-based services to the general public but also targeting specific groups depending on their need, such as newly expectant and new parents, teen mothers, parents with adolescent children, etc. to reduce the exposure to injury and promote healthy lifestyles to families and communities. Mr. DeCarli also currently leads the Occupant Protection section of the California Strategic Highway Safety where he has applied cognitive-based research to improve occupant protection among child passengers by improving retention rates and reducing misuse. Mr. DeCarli's most notable, cognitive-based program applied to public health, is his Cognitive-Based Integrative (CBI) Programs, which include four independent classroom/activity-based classes incorporating equine therapy to help reduce risky behavior during adolescence, but also can help adults modify their own behaviors that contribute to unintended choices. These include a three-day class with a one-hour per week for six weeks to reinforce and sustain modified behavior. The classes include Parent Youth Development, for parents of elementary aged-children; Parent & Teen Empowerment, for parents and teens; Empowered Youth Achievement, for local department of probation; and Strategic Leadership for Professionals. The CBI program incorporate all three models from his neuroscience research including (Neurodevelopmental Protective Pathway Model-NPPM; Self-Motivated Transformational Choice Model-SM/TCM; and the Emotional Re-Activity Change Model-ERCM]. The CBI Programs contribute to healthier families, workplace environments and communities by meeting 27 health objective in six topic areas in Healthy People 2020.

Prior to pursuing a career in medical and public health research, Dr. DeCarli attended college at the California Polytechnic University and the University of Southern California where he received a Bachelor of Science. During this time, he focused on architecture and urban and regional planning. While at the top of his class in architecture, he eventually gained more interest in urban planning in the field of environmental sciences and law. After completing his degree, he worked in the area of city planning and eventually gained experience in environmental planning. His interest in environmental sciences and law led him to study further at Mansfield College, University of Oxford, where he received a Post Graduate Diploma in environmental health policy. He then attended the University of Southern California School of Public Policy and received a Master of Public Administration in Intergovernmental Management where he also was a White House Intern while studying at the Washington DC campus. After completion of his graduate degrees Mr. DeCarli managed a $300 million annual grant program for the State of California where he administrated environmental related governmental grants to local agencies. He eventually began to also write grants for local agencies with his largest grant of $3.8 million. While working in the environmental policy profession, Mr. DeCarli began to obtain interest from environmental policy to environmental health. Where he gained interest in seeing how people were exhibiting chronic illness and death from environmental health risks. Mr. DeCarli then provided volunteer services with Riverside County, Department of Public Health, assisting epidemiologists in epidemics. He also took on volunteer work at the Loma Linda Jerry L. Perris Memorial Veterans Medical Center where because of his efforts in developing effective programs, Mr. DeCarli received the American College for Physician Executives Award in 1994.

As a result of his experience and interest, he then went on to obtain a Master of Public Health from the George Washington University, School of Medicine and Health Sciences where he did two tracks, one in epidemiology and another in health promotion and disease prevention. He then obtained certification as a Master of Certified Health Education Specialist (MCHES) and also provided voluntary assignments in several areas in Washington DC, as a White House Intern, the American Medical Association and the Children's National Medical Center.

Starting his profession in public health, Mr. DeCarli worked as a research analyst in behavioral sciences at Los Angeles County, where he developed behavioral interventions in public health to reduce injury and violence. Mr. DeCarli took on several leadership tasks where he served as the chair of the research and evaluation committee; a public health advisor to the child and adolescent suicide death review team (certified in Trauma Model Therapy); coordinated the child passenger safety program (certified Child Passenger Safety Technician); coordinated the Safe Kids Coalition, co-led the occupant protection section of the California Strategic Highway Safety Plan (SHSP) and established an evidenced-based ergonomic program to reduce occupational injury which is a continued program in the department of public health. His responsibilities also included train-the-trainer programs for staff development in injury prevention, networking with injury prevention professionals and stakeholders on best practices, monitoring injury related hospitalization and fatality data, serving as media spokesperson, and establishing evidenced-based interactive learning activities for schools and community events. While working in injury and violence prevention, while Mr. DeCarli had the responsibility of developing behavioral interventions, he noticed the gap between how public health develops behavioral programs and those from neuroscience and mental health. He observed how in professions such as in public health has a strong interest in intimate partner violence and gang prevention for example, neuroscience-based studies also study this same group. Mr. DeCarli began networking with both professions. He saw effective efforts in both professions but they did not necessarily communicate together, but had similar objectives. Mr. DeCarli began taking graduate classes in psychology, neuroscience and mental health, eventually leading to his doctoral studies in cognitive neuroscience. After establishing evidenced-based programs in cognitive neuroscience, Dr. DeCarli has been noted as a pioneer when it comes to applying cognitive neuroscience to improve public health interventions.

As an active member of the scientific community, Dr. DeCarli has contributed to numerous scientific papers to professional journals pertaining to his areas of expertise, as well as speaking at conferences nationally and worldwide. He maintains involvement with a variety of industry organizations, including the Society for Public Health Education (SOPHE), Society for Neuroscience, the American Professional Society on the Abuse of Children, International Positive Psychology Association and the Psychoneuroimmunology Research Society, as well as the mental health section of the American Public Health Association.
