Mr. Neves was elected as judge of the 10th District Court of Galveston County, Texas, in November 2012, taking office on January 1, 2013. He was re-elected to a second term beginning January 1, 2017. As a trial court judge, he tries felonies and every type of civil case. In addition to his time spent within the courtroom, he is a well known speaker on constitutional and other legal issues, persuasive speaking and techniques to enhance civil caseflow management. He also recently authored chapters to several publications, including "Forfeiture by Wrongdoing" in 2016, and "Jury Selection and the One Witness Rule" in 2017.
Formerly spending 33 years practicing law in Galveston County, Mr. Neves had his own private practice as the proprietor of the Law Offices of Kerry L. Neves in Galveston, served as partner of Neves & Crowther in Galveston, and was partner of Mills, Shirley, Eckel & Bassett in Galveston beginning in 1978. During his years as an attorney, his practice areas included general civil trial practice, primarily in personal injury litigation, with extensive experience in asbestos-related litigation and toxic tort litigation. He also had additional experience working on cases involving products liability, commercial litigation, legal malpractice, medical malpractice, criminal defense and condemnation litigation. Mr. Neves appeared in federal district courts in Galveston, Houston, Tyler, San Antonio, and Beaumont, TX, as well as district and county courts in Galveston County, Harris County, Brazoria County, Colorado County, Matagorda County, Orange County, and Jefferson County, TX. Furthermore, he has argued before the U.S. Fifth Circuit Court of Appeals, the Corpus Christi Court of Appeals, and the First and Fourteenth Courts of Appeal. Notably, he maintained an AV-Rating with Martindale-Hubbell all throughout his career as an attorney.
Mr. Neves is admitted by the State Bar of Texas to practice in all courts of the State of Texas, and before the U.S. Fifth Circuit Court of Appeals, and the Southern, Eastern and Western U.S. District Courts of Texas. Mr. Neves has been board certified in personal injury trial law by the Texas Board of Legal Specialization since 1994. He was in the U.S. Marine Corps for three years, before being discharged in 1972 with the rank of sergeant (E5). He then attended the University of Texas at Austin, where he received a degree in Business Administration in 1975, and a Doctorate of Jurisprudence from the University of Texas School of Law in 1978.
Mr. Neves is the past president of the Galveston County Young Lawyers Association and the Galveston County Bar Association, and formerly served on the board of directors of the State Bar of Texas from 1997 to 2000. He is a sustaining lifetime fellow of the Texas Bar Foundation. Locally, Mr. Neves served as an elected member of the City of Dickinson city council, serving five terms from 1998 to 2012, was a member and vice chair of the City of Dickinson building standards commission from 1991 to 1998, and was president of the Galveston County Mayors and Councilmembers Association from 2002 to 2003. Furthermore, Mr. Neves participated by serving his community as the president of the Dickinson Historical Society and the Dickinson Festival of Lights, and was recognized for his involvement with a Community Service Citizen of the Year Award through the North Galveston County Chamber of Commerce in 2007 and 2008. He was also the namesake and first recipient of the City of Dickinson's Kerry Neves Community Service Award in 2010.
Married to Sharon Lynn Briggs, a college instructor of mathematics, since 1973 with one child, Mr. Neves enjoys spending time in his garden, good wine and reading. He has been included in multiple editions of Who's Who, including Who's Who in America, Who's Who in American Law and Who's Who in the World.
