Dr. Cho developed an interest in cultural similarities and differences after relocating to the Republic of Korea as a child. During this time, he experienced poverty in the village, cultural misunderstandings and language barriers, among other troubling issues. Motivated to overcome these problems, Dr. Cho worked very hard to receive a Bachelor of Arts from the Korea University of Foreign Studies in 1959. He then received a training grant as a civil servant in the Republic of Korea for training in economics and statistics through the U.S. Department of Commerce. Continuing his studies, he went on to complete a Master of Arts in Public Administration at George Washington University in 1962. Dr. Cho also attended the University of Chicago, where he completed a Master of Arts in sociology in 1964 and a Ph.D. in sociology in 1965. Early in his career, Dr. Cho was recognized for his methodological work in demography, particularly in the 1970s and 1980s when the population explosion was a challenging issue globally. Dr. Cho was then introduced to some of the great leaders in China. One of them Dr. Song Jian, who became known as the Godfather of Chinese Science, sought the scientific cooperation of Dr. Cho without regard to the hostile relations between their respective countries. Dr. Cho subsequently contributed to the policy research related to population issues in China, along with leading world experts such as Prof. Ansley Coale of Princeton and Prof. William Brass of the London School of Hygiene and Tropical Medicine, as members of the U.S. National Academy of Science on Population and Demography. One long-term outcome of this work was that Dr. Cho was able to play an instrumental role in restoring diplomatic relationships between China and the Republic of Korea.
Dr. Cho initially joined the East-West Center in 1970 as an assistant director of the East-West Population Institute. During the next three decades, he held a wide range of roles, including as the director of the East-West Population Institute and as president pro tempore, vice president and senior advisor of the East-West Center, retiring in 2006 as an emeritus scholar. During these years, he founded the Northeast Asia Economic Forum in 1991 and continues to serve as its chairman. In addition, he continues to serve as a consultant in his fields of expertise and is a member of the Population Association of America, American Statistical Association and American Sociological Association. Earlier in his career, he served as a professor with the University of Hawaii, senior demographic advisor to the Malaysian government, and associate director for the Community and Family Study Center at the University of Chicago.
