Mr. Ingraham is currently Managing Director, Regulatory Risk Executive Group Manager of Citigroup, Inc. in New York City with responsibilities intended to simplify global risk policies, practices and processes in response to the continued build-up in rules and regulations in virtually all aspects of banking since the 2008 financial crisis. The direction is part of a transformation of the risk function as it moves into the digital era without forgetting the cycles of history.
Mr. Ingraham has been with Citibank for 60 years.
He joined Citibank in 1957 - following graduation from Harvard Business School with an MBA in Finance - as a junior lending officer in the Specialized Industries Division responsible for clients in the shipping, airline, railroad and trucking industries and then formed the Financial Engineering team which focused on client needs for corporate finance & restructurings. The later experience led to leading the restructuring in the 1970's the Penn Central and the eastern US railroads and the formation of a global workout team called Institutional Recovery Management in 1976. During this period, it led to participation in many hearings before the House and Senate banking committees and legislation to rewrite the US Bankruptcy Act in 1978. He was a recipient of Distinguished Service Awards from the Robert Morris Association for his work on the bankruptcy act and as a representative of the banking industry for 6 years on the Financial Accounting Standards Board subcommittee for the conceptual framework for disclosure and reporting in the 1970's.
Mr. Ingraham was elected Vice Chairman and Chairman of the Audit Committee of the reorganized Penn Central following its emergence from bankruptcy in October 1978 and on the board of its spin-off Sprague Technology in 1988. During the 1970's and 1980's he was on the boards of Arkansas Best Corporation, Fort Smith, Arkansas and Robertson Distribution Systems, Houston, Texas.
In 1979 he was appointed deputy to the Chairman of Citibank's Credit Policy Committee with primary responsibility for corporate and commercial lending in United States and in 1984 for Latin America. This included active participation and leadership in the negotiations to restructure the private sector and sovereign debt as part of Citibank's initiatives to resolve the regions debt crisis.
In the 1990's Mr. Ingraham's responsibilities shifted to oversee the risks in the Private Bank's growing lending and asset management business with specific focus on the Asia Pacific Rim and Europe. During this period this included directorship on the Dynamo Fund, Nassau, Bahamas - an active trading fund during the period up to the merger with Travelers in October 1998. Following the Citicorp-Travelers 's merger, Mr. Ingraham became the Sector Risk Manager for private banking, alternative investments, asset management and the life insurance and annuity businesses as a member of Citi's Risk Management Committee and a member of the Global Country Risk Committee. In the period subsequent to the 2007-8 US financial crisis, his responsibilities have included Head of Risk Aggregation and certain concentration exposures, Membership on the Global Fiduciary Coordinating Committee that monitors fiduciary risks throughout Citigroup, and chairman of Moa Bay Mining Company - the third largest expropriation claim by Cuba of a large nickel mining operation. He was recently appointed to his current position as Regulatory Group Executive on the Citigroup Global Risk Transformation initiative.
He is a Life Member of the US Naval War College Foundation, the in-coming (2018) Governor of the Colonial Wars Society of the State of NY, a member of the Advisory Council of Harvard's Schlesinger Library for the History of Women in America (His mother was a suffragette from Wisconsin for the 19th Amendment) and a member of the New York City Crime Stoppers Foundation sub-committee of the NYPD Foundation to approve submissions by the NYPD for awards for leads to solve major crimes. Approximately 15-20% of the major crimes in NYC have been solved through this process and it has been one factor in making NYC safer for its citizens.
In addition to his two degrees from Harvard, Mr. Ingraham completed postgraduate work through oral exams at New York University's School of Business between 1962 through 1968 in the evenings concentrating in economics and finance on a National City Bank Scholarship. He is member of the Union Club and the Harvard Club of the City of NY. He was married in 1967 to Barbara Barker from Bloomfield Hills, Michigan (University of Michigan BA1956) and has a married daughter Kimberly (Duke BA 2000) and three grandsons who currently live in New York.
