Dr. Fegley is an Associate Professor of History and Politics at Pennsylvania State University, and Berks College, and an experienced and tenured freelance writer and consultant for more than 30 years. A political historian who is fascinated with his field, Dr. Fegley teaches courses in African, European and Middle Eastern history, ethnic conflicts in Africa, and international law. Joining the faculty in 1988, he specializes in the study of mass trauma, especially long-term conflicts, gross human rights violations, and prolonged disasters in Rwanda, Equatorial Guinea, Uganda, South Sudan and Sudan. Having developed the university's four year degree in Global Studies, he coordinated and advised students in that program for 12 years. He established internship programs in Rwanda and India. Dr. Fegley is a former teacher and administrator for the Ministry of Education in Khartoum, Sudan.
An expert in African studies and African political history, who deals with societies that have been traumatized, Dr. Fegley is also experienced in the study of how local communities deal with mass trauma. The author of 12 published books including "A History of Rwanda Identity and Trauma: The Mythmaker's Victims" in 2016, "Beyond Khartoum: A History of Subnational Government in Sudan" in 2011, "The Golden Spurs of Kortrijk" in 2002, "Equitorial Guinea: An African Tragedy: in 1989 as well as numerous articles in peer reviewed journals, much of his writings have dealt with examining Rwandan, Sudanese, Belgian and Equatorial Guinean political history, genocide, the mythologies that perpetuate conflicts, elections and governance in post-trauma societies, and the rehabilitation of former slaves and child soldiers. Notably, his articles have been included in the Sudan Studies Bulletin, African World Press, African Studies Quarterly and The Human Rights Quarterly, among others, including the Sudan.
A former board of directors for Cottage Communications, Inc., in Reading, who also taught as an assistant professor at Pennsylvania State University's Berks-Lehigh Valley College, Dr. Fegley remains active as a member of the Sudan Studies Association, the leading scholarly organization on Sudan. Hosting their 22nd annual conference in 2002, he also served on the organization's board between 2003 and 2007 and was president and executive director for a time.
The recipient of a Beaver Community Service Award for restoring schools in war-torn Kajo Keji County as part of a program of the Episcopal Diocese of Bethlehem in 2003, Dr. Fegley has been cited in the 23rd edition of Who's Who in the East and the 4th edition of Who's Who of Emerging Leaders in America. He holds a Bachelor of Arts in political science and history from Bloomsburg University, a Master of Arts in European political studies from the University of Leicester in the United Kingdom, and a Doctor of Philosophy in politics from the University of Reading in the United Kingdom. Married for nearly 30 years to Constance Beaton Reinholz, Dr. Fegley was born in Pottsville, PA.
