A widely regarded voice in the telecommunications industry, Dr. Lucantoni has served as a principal consultant with DLT Consulting, LLC, for two decades. In this position, he is noted for his focus on research, product design and technical analysis of high-speed data communications, wireless technology and computer telephony. His wide range of expertise extends to Voice over Internet Protocol (VoIP); computer networking; digital switching; call center technology; broadband, wireless and satellite communications; LAN/WAN architecture and protocols; internet technology and infrastructure; traffic engineering; capacity planning; network test and reliability; queueing theory; performance analysis; and reliability and availability analysis.
Prior to pursuing a career in the telecommunications industry, Dr. Lucantoni received a Bachelor of Science in mathematics from Towson University in 1976. He went on to complete a Master of Science in statistics through the University of Delaware in 1978. He then completed a Doctor of Philosophy in operations research through the University of Delaware in 1981. His dissertation, which analyzed the stop-and-wait retransmission protocol for data integrity where the error environment is highly correlated, was published as a monograph in the "Research Notes in Mathematics" series of Pitman Books Limited in 1982. This publication contained the first general proof that the key transform matrix involved in solving stochastic models of the "M/G/1 Type" was the unique minimal solution to a nonlinear matrix functional equation.
Early in his career, Dr. Lucantoni served as a distinguished member of the technical staff with Bell Telephone Laboratories. For more than a decade, he was involved in several projects dealing with leading edge technology, including broadband ISDN/ATM; algorithmic solutions to stochastic models, queueing theory and applied probability; variable bit rate video; packetized voice and data; wideband packet technology; LAPD frame relay; packet switching; digital switch performance; and cellular phone technology. Dr. Lucantoni also briefly served as a member of the technical staff with Motorola Satellite Communications, in 1994. During this time, he completed general performance analysis for the Iridium™ Low-Earth Orbit satellite system and designed a real-time resource allocation algorithm to operate on-board the satellite vehicle.
Dr. Lucantoni has been a principal consultant with DLT Consulting, LLC, since 1998. During this time, he has consulted with telecommunications companies in the U.S. and Europe and has assisted various law firms as an expert witness in patent litigations. In the area of litigation support, Dr. Lucantoni has served as an expert witness and consultant for more than 30 patent infringement and arbitration cases in the telecommunications industry. He has written expert reports on patent infringement, validity, written description and enablement. At the present moment, Dr. Lucantoni is actively involved with several cases involving patent infringement in the areas of Voice over IP (VoIP.)
In recognition of his contributions to the telecommunications industry, Dr. Lucantoni was selected to receive the Dean's Recognition Award from the Jess and Mildred Fisher College of Science and Mathematics at Towson University in 2008. He was also acknowledged by Thomson Scientific as a Highly Cited Researcher in 2006. An elected fellow of the IEEE, Dr. Lucantoni maintains involvement with a wide range of industry organizations, including the IEEE Communications Society and IEEE Vehicular Technology Society. He also received the 2000 Lucent Patent Recognition Award for patents that were "of Significant Importance to Lucent Technologies' Commercial Success."
