With nearly 40 years of professional experience, Dr. Brooks has been a professor of physical education with West Virginia University (WVU) since 1988, having previously served as associate professor from 1983 to 1988 and assistant professor from 1979 to 1983. In addition to his teaching positions, he has served as dean since 1993, having been interim dean from 1992 to 1993, associate dean from 1987 to 1992, acting dean in 1988, and acting assistant dean from 1986 to 1987. His teaching roles focus on sports sociology; particularly, the African American sport experience and diversity in athletics. Dr. Brooks has also been active with the campus community, serving as chair of numerous committees and councils, including the Athletic Council, Black Community Concerns, Social Justice Council and Affirmative Action. He has served on the WVU NCAA self study steering committee, as minority recruitment coordinator with the office of the provost, and as a project administrator for the WVU National Youth Sport Program.

Dr. Brooks was inspired to pursue a career in sports education from an early age, knowing that he would have a lifelong love of the field. He began his career at Hagerstown Junior College, receiving an Associate of Arts in 1971. He went on to study at Towson State College, obtaining a Bachelor of Science in 1973. He then joined West Virginia University, where he completed a Master of Science in 1976, and earned a Doctor of Education in 1979.

A respected voice in his industry, Dr. Brooks has published and presented both nationally and internationally in his areas of expertise. He is the co-author of "Racism in College Athletics: The African American Experience" in its third edition and "Diversity and Social Justice in College Sports." He has written extensively for professional journals, including Quest, Sports Management Review, the Journal of Strength and Conditioning Research, the Journal of Physical Education and Recreation, and the Journal of African American Men. Dr. Brooks is a member of the Society of Health and Physical Educators, and he was the president of the American Alliance for Health, Physical Education, Recreation, and Dance 2009-2010 (now SHAPE America).

Throughout his career, Dr. Brooks has received honors and awards for his achievements, including having recently received a Lifetime Achievement Award from Hagerstown Community College, who has also named him to their Sport Hall of Fame. The state of West Virginia gave him the Martin Luther King Jr. "Living the Dream" Award, and the WVU Center for Black Culture and Research gave him the Martin Luther King Jr. Achievement Award. The recipient of the Social Justice Award from WVU, he also received the Cheikh Anata Diop Award for Outstanding African-Centered Research and the E.B. Henderson Award from SHAPE America. Dr. Brooks has been recognized as a fellow of the American Academy of Kinesiology and Physical Education. A grantee in the field, he has received the Dean's Recognition Award of the College of Health Professions from the Towson University Alumni Association.
