Mr. Lounsbury retired from full-time legal work in 2010 after serving six years as the chief county counsel for Clackamas County, OR. During his years with Clackamas County he and his colleagues made significant improvements, including the development of an ordinance/county code for citizen involvement allowing communities to form hamlets or villages. This nationally recognized award-winning program gives the people a greater voice and access to their county government and is unique to Clackamas County. Mr. Lounsbury's office was also instrumental in facilitating the expansion of the Clackamas County governing body from three to five county commissioners. Prior to joining Clackamas County in 2004, Mr. Lounsbury served Coos County, OR as the assistant county counsel for three years and then as chief county counsel for two years.
Mr. Lounsbury's legal career began in southern California in 1979 after earning his Doctor of Jurisprudence. Located in Century City, his general private practice included serving as a contract attorney for the Federal Aviation Administration. From 1983 to 1986 he was employed by the Hertz Corporation as an in-house legal counsel/trial attorney at the company's offices in Playa Del Rey. In 1986 Mr. Lounsbury joined the 20th Century Insurance Company of Woodland Hills (now 21st Century Insurance) as a managing attorney for eight years to open and develop the company's first branch counsel office, known as Lounsbury and Associates, in Santa Ana. Following this Mr. Lounsbury moved to working as a senior trial attorney for five years, also for 20th Century, in the law firm known as Bollington, Lounsbury and Chase in Brea, CA. In addition to his work at 20th Century, Mr. Lounsbury also served as an arbitrator for the Orange County Superior Court in Santa Ana, CA from 1992 to 1999. After being admitted to the Oregon Bar Association in 1997, Mr. Lounsbury transitioned into government law in Oregon in 1999.
Early in his career Mr. Lounsbury was a member of the Board of Directors and chaired the Westside committee for the Los Angeles Junior Chamber of Commerce. In Oregon he was a member of the Oregon County Counsel Association's Legislative Committee, later becoming the association's vice-president and president. Mr. Lounsbury was also a member of the Oregon Bar Government Law section and sat on its executive committee for several years and was a member of the executive committee of the Oregon District Attorneys Association during his tenure as president of the County Counsel Association. Mr. Lounsbury has held a Bachelor of Arts in sociology from the University of California, Santa Barbara, since 1973 and Doctor of Jurisprudence from the University of West Los Angeles since 1977. He is a longtime member of the California and Oregon Bar Associations, licensed to practice in California 1979 and in Oregon in 1997, and is also admitted to practice in the U.S. District Court of the Central District of California and the U.S. District Court of Oregon.
Mr. Lounsbury has been married to his wife Dianne Louise Daley since 1983 and has three married children and eight grandchildren. He and his wife have lived on their Oregon ranch for 20 years and currently raise cattle, sheep, horses, and goats. Mr. Lounsbury enjoys playing the flute and traveling and serves as a deacon in his local church. He has been cited in more than 50 editions of Who's Who, including Who's Who in Finance and Business, Who's Who in American Law and Who's Who in the World.
