Judge Cohen was a first justice of the Probate and Family Court of the Commonwealth of Massachusetts from 1981 to 1998. After retirement in 1998 he sat as a recalled justice of said court for approximately four years in the early 2000's. Prior to recall he presided in Cambridge, Worcester, Boston and Nantucket, MA through 1998. He also occasionally held court in Martha's Vineyard and after recall he sat in the Norfolk County special division of the Probate and Family Court. His previous legal experience includes private practice in his law firm of Cohen, Concannon and Rosenberg in Newton, MA. During his private practice years he also specialized in the mental health field and established a halfway house system together with a psychiatrist and psychologist which became a leader in the halfway house system in Massachusetts. The United States Supreme Court in the early 1980 period determined that medical health legal issues were to be heard in the Probate Court System which was a factor by the Massachusetts governor in appointing then attorney Cohen to the Probate Court, Upon his appointment, the Chief Justice of the probate Court appointed Judge Cohen as Chair of a newly established Probate Court Judicial Committee over health related probate Court jurisdictional issues. Judge Cohen, together with law professor and counsel dealing in such medical and mental health issues, established a lecture series for hospital and medical staffs and medical professionals in medical related litigation.
In addition to Judge Cohen's 50 year plus legal career, he taught a law course at Northeastern University in Boston. On the appointment of two governors he served as a member of the Massachusetts Board of Higher Education and as Special Council for the City of Boston, and was an advisor for the Department of Mental Health. More recently, Mr. Cohen lectured at Massachusetts General Hospital, and was a member of the Mental Health Legal Advisors Committee.
An elected fellow of the Massachusetts chapter of the American Academy of Matrimonial Lawyers, Mr. Cohen is also a longstanding member of the American Bar Association, the Massachusetts Bar Foundation, the Massachusetts Bar Association, the Boston Bar Association and the National College of Probate Judges and has contributed numerous articles to peer-reviewed journals in his area of expertise. Mr. Cohen has also been known for his civic contributions, including as a member and president of the Board of Alderman in Newton, president of the Boys Club in Newton, director of the Massachusetts Heart Association, district director of the United Fund and president of the Newton Community Development Corporation.
Mr. Cohen received his undergraduate degree at the University of Massachusetts and Doctor of Jurisprudence and Master of Laws at Boston University. He was then admitted to the Massachusetts Bar Association, the U.S. District Court of Massachusetts and the Supreme Court of the United States. He formerly served as a first lieutenant in the U.S. Air Force for two years, where he was involved with the Korean Conflict, and as a captain in the U.S. Air Force Reserve for 11 years. Married to his wife Elaine Ginsberg since 1956 with two children, he has been the recipient of a Contribution to Higher Education Award by the Governor of Massachusetts, an Outstanding Citizens Award by the Newton Needham Chamber of Commerce, and has been cited in three editions of Who's Who in American Law.
