One of his most notable contributions is "American Constitutional Law," coauthored with Katy J. Harriger. His most recent publications include, "Supreme Court Expansion of Presidential Power: Unconstitutional Leanings," "Congress: Protecting Individual Rights" and "The Law of the Executive Branch: Presidential Power." As Dr. Fisher moves ahead with his career, he looks forward to being credited in several upcoming volumes of The Federal Lawyer. He also takes great pride in his forthcoming book, "Lessons from President Obama: Constitutional Aspirations and Actions" which will be released this year.
Prior to pursuing a career in law, Dr. Fisher received a Bachelor of Science in chemistry from the College of William & Mary in 1956. He went on to complete coursework in physical chemistry through Johns Hopkins University before attending The New School, where he received a Master of Arts in 1966 and Ph.D. in political science in 1967. During this time, Dr. Fisher also served as a first lieutenant in the U.S. Army for two years. Upon completing formal education, he accepted a position as a professor with Queens College. Dr. Fisher worked as a part-time professor at a variety of institutions before joining the College of William & Mary in 1990. Since his retirement in 2015, he has been recognized as a visiting scholar with the William & Mary Law School.
