Following human rights and foreign policy issues for many years, she began her career as the resources director of the Southeast Resource and Counseling Center for Portland Youth Advocates in Oregon in 1971. Ms. Buhl has since worked as the director of the Indigenous Peoples Program at the Bank Information Center, and at the Central American Working Group, and the international Human Rights Office of the National Council of Churches USA.
One of the most impressive times in Ms. Buhl's career was when she was serving as the human rights program coordinator with the Coalition for a New Foreign and Military Policy from 1978 to 1985. Her first job in Washington, D.C., she worked with over 70 United States national organizations on human rights, connecting to human rights defenders worldwide, and especially in Central America, as the wars deepened in those countries during that period. Working on behalf of vulnerable populations and with the Catholic Church in those countries were deeply meaningful to her during those years. She remains very engaged on human rights issues that continue to challenge the Central America region, maintaining a network of collegial relationships, many of which began during the difficult period of the 1980s.
In her work for Representative McGovern, she is most proud of being one of the key authors of legislation to address global child hunger and malnutrition. The "George McGovern-Robert Dole International Food for Education and Child Nutrition Program" adapted lessons from U.S. school lunch and breakfast programs to provide nutritious meals and related inputs to reduce hunger and enhance the health and education of some of the world's most vulnerable children, especially girls. The program was established permanently when the legislation was signed into law by President George W. Bush as part of the 2002 farm bill. Since then, it has reached over 60 million children in its initial twelve years of implementation.
Contributing to various articles in journals and magazines over the years, Ms. Buhl is also the author of "Citizen's Guide to the Multilateral Development Banks and Indigenous Peoples: The World Bank" in 1994, which was later translated into Spanish in 1995, as well as Bahasa and Russian in 1996. In addition, she was the co-editor of "Central America 1985: Basic Information and Legislative History on U.S.-Central America Relations."
In addition, Ms. Buhl is also a published poet. Her recent work has appeared in "Absoloose, Volume I: A Choice Selection of Fresh Poetry," (Loose Moose Publications, 2016); "San Pedro River Review: Music" (Blue Horse Press, 2018); and NELLE (University of Alabama at Birmingham Press, 2018).
Born in Los Angeles, Ms. Buhl earned a Bachelor of Arts at Lewis and Clark College in 1974. Recently becoming a member of The Writers Center in 2015, she has been highlighted in nearly 60 editions of Who's Who, including Who's Who in America, Who's Who in American Women, and Who's Who in the World.
