Prior to that, he held the position of senior partner for Pepe & Hazard, a firm he co-founded in 1983. Previously, he was a partner at Alcorn, Bakewell & Smith from 1975 to 1982 and an associate there from 1970 to 1975. Mr. Pepe served in the United States Army from 1964 to 1966, holding the rank of First Lieutenant when discharged from active duty. He served in Vietnam and was awarded the Army Commendation Medal.
Before embarking on his professional path, Mr. Pepe pursued an education at Rensselaer Polytechnic Institute, earning a Bachelor of Science in Management Engineering in 1964. He continued his academic efforts with a Master of Science in management in 1967, also at Rensselaer Polytechnic Institute. Mr. Pepe concluded his studies at Cornell University in 1970, graduating with a Doctor of Jurisprudence with distinction.
Following these accomplishments, Mr. Pepe was admitted to practice by the Connecticut Bar Association in 1970, the Supreme Court of the United States in 1975, and the United States Court of Federal Claims in 1978. He has additionally practiced in the United States District Court for the District of Connecticut in 1970, as well as the United States District Court for the Eastern District of Michigan, Eastern District of New York, and the Southern District of New York. Mr. Pepe has argued cases before the United States Court of Appeals for the Second Circuit, the United States Court of Appeals for the Sixth Circuit and the United States Court of Appeals for the Ninth Circuit.
Beyond his responsibilities within the field, Mr. Pepe has participated in numerous endeavors outside of his professional circles. He was a member of the New Hartford Housing Authority from 1971 to 1972, the New Hartford Inland Wetlands Commission from 1975 to 1978, and the New Hartford Planning Zoning Commission from 1973 to 1984, on which he served as chairman from 1980 to 1984. He has been a member of the Dean's Advisory Council for Cornell Law School from 1990 to present. He served on the Greater Hartford Legal Aid Foundation as director from 1993 to 2003 and president from 2004 to 2005. Mr. Pepe has also held the role of adjunct professor for the School of Law at the University of Connecticut from 2000 to 2001 and from 2010 to 2011, and adjunct associate professor for the Hartford Graduate Center of Rensselaer Polytechnic Institute from 1972 to 1987.
Mr. Pepe found success with his written works as well, having penned many articles for such esteemed journals as CTLA Forum, The Construction Lawyer and the Connecticut Bar Journal.
Mr. Pepe remains active with various organizations in relation to his areas of expertise. He has maintained involvement with the Connecticut Bar Association as chairman of the Construction Law Section from 1989 to 1992; chairman of the Pro Bono Committee from 2003 to 2004; vice president from 2003 to 2004, president-elect from 2004 to 2005, president from 2005 to 2006, and chairman of the Standing Committee on Professionalism and CLE from 2000 to 2017. He was also active on the board of directors for the Connecticut Bar Foundation from 2003 to 2012, the Board of Governors for the American College of Construction Lawyers from 2006 to 2009, and the American Board of Trial Advocates as president of the Connecticut Chapter from 2007 to 2008. Furthermore, Mr. Pepe is a member of the American Bar Association, the Hartford County Bar Association and the Honor Society of Phi Kappa Phi.
Mr. Pepe was presented with the Professional Service Award from the Lower Naugatuck Valley Bar Association in 2006, the President's Award for Excellence from the Hartford County Bar Association in 2006, the Man of Excellence Award from the Sons of Thunder Coalition in 2009, and the Achievement Award from the Connecticut Italian-American Bar Association in 2009.
