He has served as lead economist in many transfer pricing matters; conducted transfer pricing analyses in connection with Internal Revenue Service, U.S. state and non-U.S. tax audits; managed advance pricing agreements through successful resolution; developed master file and local documentation; and led planning and royalty studies. Dr. Felgran has extensive expertise in controversy and litigation support, as well as in transfer pricing operations that help multinationals achieve tax efficiency and manage risk while meeting legal and regulatory requirements. He has provided expert written and/or oral testimony in several high-profile matters in tax and bankruptcy courts in the U.S. and Canada.
While at KPMG, Dr. Felgran founded the New York City transfer pricing group, led the transfer pricing group in the Northeast and served as professional practice partner for transfer pricing, among other leadership positions. He spent his earlier years as a research economist with the Federal Reserve Bank of Boston, a management consultant with Arthur D. Little, Inc., and an analyst for the Congressional Budget Office in Washington, DC. He was additionally a professor in the College of Business Administration at Northeastern University in Boston, where he taught MBA-level courses in managerial economics.
A contributor of numerous scholarly articles in his areas of expertise including transfer pricing, industrial organization, and financial economics, Dr. Felgran is also a longtime member of the American Bar Association, the American Economic Association, the International Fiscal Association and the National Association for Business Economics. He has been cited in approximately 20 editions of Who's Who in America, Who's Who in American Education, Who's Who in the East, Who's Who in the World and Who's Who of Emerging Leaders in America.
Dr. Felgran holds a Bachelor of Arts, summa cum laude, from the University of Pennsylvania and a Master of Arts, Master of Philosophy and Doctor of Philosophy in economics from Yale University.
