He focuses on legislative and rulemaking practice, issues of state and federal constitutional law, litigation and appellate practice and on all areas of administrative law with an emphasis on gaming and wagering law. Mr. Deutsch boasts more than 40 years of legal experience. Prior to establishing his firm, he was a partner at Riezman and Blitz Professional Corporation for four years. He also spent 12 years in Missouri state government as the deputy attorney-general for the State of Missouri, where he had the opportunity to appear and argue before the U.S. Supreme Court as Commissioner of the Missouri Administrative Hearing Commission, and as General Counsel for the Missouri Department of Revenue.
Mr. Deutsch is a longstanding member of the Missouri Bar Association where he has served as a member of the Administrative Law Committee, as a council member of the Taxation Committee since 1985, the American Society of Civil Engineers as an Honorary Fellow, and the International Masters of Gaming Law, which he helped found in 2000. He is active with the Veterans of Foreign Wars, the Marine Corps League and the Jefferson City chapter of the Federalist Society. Participating with the International Masters of Gaming Law, however, has been one of the biggest highlights for Mr. Deutsch. What began with just a dozen people later evolved into a worldwide organization that now has approximately 350 members.
Recognized in 2018 as a "Missouri Legal Icon" by Missouri Lawyers Weekly, Mr. Deutsch was also named Man of the Year in the Construction Industry in "Engineering News Record," published through McGraw-Hill Publishers in New York in 1985. Cited in several other legal publications for his work over the years, including the Missouri/Kansas Super Lawyers and Best Lawyers in America, Mr. Deutsch has been cited in every edition of Who's Who in America since 1990, as well as approximately 20 more editions of Who's Who in American Law, Who's Who in the Midwest, Who's Who in the World and Who's Who of Emerging Leaders of America.
While serving in the U.S. Marine Corps in Vietnam from 1968 to 1970, Mr. Deutsch met soldiers who were interested in studying law, which inspired him to pursue a legal career in college. First earning a BA in Political Science and History at Southeast Missouri State University in 1974, he then took the LSAT and was accepted to law school. He completed a JD at the University of Missouri–Kansas City School of Law in 1978 and was subsequently admitted to the Missouri Bar, followed by the D.C. and Eighth Circuits of the U.S. Court of Appeals, the Western and Eastern Districts of the U.S. District Court, and the Supreme Court of the United States. Married since 1976 to his wife Deborah Marie Hallenberg, Mr. Deutsch is the proud father of two sons.
