Prior to this appointment, he held the position of chief administrative officer for the borough of Roselle, NJ from 2001 to 2005, technical specialist in the Division of Local Government Services in the Department of Community Affairs for the State of New Jersey from 1999 to 2001, chief administrative financial officer for the borough of Glen Ridge, NJ, from 1987 to 1999, and the chief administrative financial officer for the borough of Roselle, NJ from 1981 to 1986. Previously, he served the GPU Service Corporation, Parsippany, NJ, as the director of building services from 1979 to 1981, the New Jersey Builders Association as the director of services from 1977 to 1979, Clearwater Village, Spotswood, NJ, as executive vice president from 1974 to 1977, and Mobile Homes Multiplex Corporation in Mount Holly, NJ as vice president and general manager from 1972 to 1974. Mr. Belluscio began his career as an instructor of data processing and AV specialist for Rowan College at Burlington County in Pemberton, NJ from 1969 to 1972.
Before embarking on his professional path, Mr. Belluscio pursued an education at Mercer College, earning an Associate of Applied Science in 1969. He concluded his studies at the Rutgers, the State University of New Jersey, completing coursework from 1980 to 1984. Following these accomplishments, Mr. Belluscio was recognized as a qualified purchasing agent, a registered municipal clerk, a certified municipal financial officer, and certified tax collector. He was ordained a deacon by the Roman Catholic Church in 1999.
Beyond his responsibilities within the field, Mr. Belluscio has participated in numerous endeavors outside of his professional circles. From 1978 to 1987, he was an elected member of the Board of Education for Roselle Public Schools, during which time he held the post of president from 1979 to 1980. Mr. Belluscio found success with Rutgers, the State University of New Jersey from 1984 to 2005 as an adjunct instructor in the Center for Government Services.
In addition to his primary vocation, Mr. Belluscio remains affiliated with various organizations in relation to his areas of expertise. In 1986, he served with the Union County Tax Collectors and Treasurers Association as president. He was also active with the Tax Collectors and Treasurers Association of New Jersey on the executive board since 1984, as president from 1995 to 1996, and as newsletter editor in 1983. Likewise, Mr. Belluscio was a member of the New Jersey Municipal Management Association, the Municipal Finance Officers Association of the U.S. and Canada, the Government Finance Officers Association of New Jersey, the Rotary Club of Roselle-Roselle Park from 1982 to 1994, and served as Rotary International District 7510 Treasurer in 1992-1993.
In light of his exceptional undertakings, Mr. Belluscio has accrued several accolades throughout his impressive career. He has been presented with the President's Distinguished Service Award from the New Jersey League of Municipalities in 2005, the Clerk's Achievement Award from the Essex County Clerk's Office in 2005, the Educational Service Award from the New Jersey Municipal Management Association in 1995, and the Vocational Service Award from District 7510 of Rotary International in 1994. Mr. Belluscio was selected for inclusion in the 21st Edition of Who's Who in the East and the First Edition of Who's Who of Emerging Leaders in America.
