In 1997, Mr. Bernstein retired from the Defense Finance and Accounting Service in Cleveland, OH. At the time of his retirement he was the Acting Director of the Accounting and Finance Department.
From 1965 to 1971, Mr. Bernstein served in the United States Navy. He was trained as a Disbursing Clerk where his role was to calculate and pay the personnel attached to his unit, pay travel claims, vendor bills, and report all financial transactions on a monthly basis to the Department of Defense. After his Honorable Discharge, he started his professional career at the Navy Finance Center in Cleveland, OH. He was a fiscal accounting assistant and after one year, a fiscal accounting officer. In 1973 he was promoted to Military Pay Regulation Specialist. In this position he was responsible for writing manuals and instructions for Disbursing Offices around the world. After a re-organization, he trained to become a Computer Programmer. 1982 was the start of a new stage in his career. He worked as a COBOL programmer from 1982 to 1986 and then was promoted to the position of Director of Resource Allocation in the Consolidated Data Center from 1986 to 1992. Another re-organization brought him back to the finance area where he became the Director of Disbursing Policy from 1992 to 1994, and then the Deputy Director of the Accounting and Finance Department from 1994 to 1996.
After six months of retirement, Mr. Bernstein took a position as a Computer Programmer with Alltel Communications. In late 2004, Mr. Bernstein retired after eight years with the company.
In addition to these professional roles, Mr. Bernstein also served as an instructor at Dyke College from 1984 to 1985, at John Carroll University from 1978 to 1982, and at Cuyahoga Community College from 1977 to 2004. He also spent time as a real estate broker from 1979 to 1993. In 1988, he was involved as a "volunteer performer" with the Cleveland Opera Company, and from 1992 to 2007, he was the bridge columnist for Cleveland Plain Dealer.
An active member of the community, Mr. Bernstein is a life master and certified director with the American Contract Bridge League, a member of the International Bridge Press Association, the American Bridge Teachers' Association, and Mensa International. In addition, he was a member of the Cleveland Area Board of Realtors, and the American Society of Military Comptrollers, of which he was the Cleveland chapter president from 1976 to 1977.
Mr. Bernstein began his academic pursuits as a student at the University of Toledo from 1963 to 1965. His education was interrupted by his service in the U. S. Navy. Following this, he earned an Associate of Science from Cuyahoga Community College in 1974. He continued his studies at Dyke College, where he obtained a Bachelor of Science, magna cum laude, in 1977. Ultimately, he was awarded a Secretary of The Navy Fellowship in Financial Management and earned a Master of Business Administration from Case Western Reserve University (Weatherhead School of Management), in 1984. In addition to these degrees, he received his certification as an Ohio real estate broker from 1979 to 1994.
