Hired in 1996, she previously spent eight years in various positions, including as an associate at Rabinowitz, Boudin, Standard, Krinsky & Lieberman, PC; as a public defender; and as a clerk to the Hon. John J. Gibbons, Chief Judge of the Federal Court of Appeals for the Third Circuit. Ms. Rule earned a Bachelor of Fine Arts, with honors, from the University of Cape Town in South Africa; a Master of Fine Arts, cum laude, from the San Francisco Art Institute; and a Doctor of Jurisprudence from Yale Law School. Ms. Rule has since been admitted to the New York and New Jersey Bars; the U.S. District Courts for the Southern and Eastern Districts of New York; the U.S. Tax Court; the U.S. Courts of Appeal for the Second, Third, and Fourth Circuits; and the Supreme Court of the United States.
Concentrating in white collar criminal defense, largely in the area of taxation, Ms. Rule has a record for winning cases involving alleged tax fraud, tax evasion, failure to file tax returns and related forms, and failure to pay employment taxes. She has also represented clients in bank fraud, healthcare fraud, money laundering, and other white-collar matters. In addition, Ms. Rule has successfully represented clients in complex civil tax controversies, including sensitive audits by the IRS and state tax authorities; and cases involving tax shelters, failure to report offshore assets, abatement of penalties, and residency issues. Ms. Rule also undertakes complex civil litigation. Recognized by New York Super Lawyers every year since 2011, Ms. Rule's reputation for excellence is well deserved.
Ms. Rule has published numerous articles in legal journals and magazines. She recently authored "United States v. Greenfield: A Triumph of the Fifth Amendment's Act of Production Privilege; or Confirmation that the Privilege Can Be Entirely Abrogated by Any Act of Congress, or Even a Treasury Regulation?," which appeared in 2018 in "The Tax Lawyer" (published by the American Bar Association ("ABA") Section of Taxation and the Georgetown University Law Center). A member of multiple professional organizations, Ms. Rule is Chair of the Subcommittee on Tax Crimes of the Criminal Litigation Committee of the ABA Section of Litigation, and a member of the Administrative Practice Committee of the ABA Section of Taxation. Ms. Rule is also active in the New York Council of Defense Lawyers, the New York City Bar Association, the National Association of Women Lawyers, and the Federal Bar Association, among other organizations.
Ms. Rule first studied art in college and graduate school, and then worked several jobs including as a woodworker and an assistant to a private investigator who worked for attorneys. The latter job is what initially made her curious about the field of law. She first went to law school on a whim, but soon realized that law engaged her intellect a great deal more than struggling as an artist. She has now been practicing law for 30 years.
