Prior to his retirement, he has held the positions of lawyer, U.S. Navy captain, senior executive service for the FBI and Deputy National Counterintelligence Executive. Mr. Bowman served as senior counsel of national security of law for the FBI from 1995 to 2006.
Mr. Bowman has been an attorney for the National Security Agency as well as the U.S. sending state officer for the American Embassy in Rome. He has been the head of international law at the Naval War College from 1988 to 1991, a judge advocate from 1976 to 1995, and a captain in the U.S. Navy where he served from 1968 to 1995. Mr. Bowman also serves as chairman for the Association of Former Intelligence Officers in McLean, VA.
Prior to the beginning of his career, Mr. Bowman attended multiple institutions. He earned a Bachelor of Arts from Willamette University in Salem, OR, in 1966, followed by a Master of Arts from the University of Wisconsin in 1968. Mr. Bowman obtained a Doctor of Jurisprudence from the University of Idaho in 1974 and then obtained a Master of Laws in international law from George Washington University in 1983.
A determined and hardworking man, Mr. Bowman has accomplished much throughout his career. His most noteworthy accomplishments involve serving as the first judge advocate at the National Security Agency, as well as being the first person to go to law school with full allowances from the U.S. Navy. Furthermore, Mr. Bowman has shared his expertise with others, contributing approximately 44 articles to professional journals.
Mr. Bowman has been the recipient of multiple prestigious awards. He has been awarded the Decorated Defense Superior Service Medal from the Department of Defense and the Legion Merit Award from the U.S. Navy. Mr. Bowman was also been included among the Outstanding Young Men in America in 1981 and has been presented the Intelligence Under Law Award from the National Security Agency in 2006, as well as three Meritorious Service Medals from the U.S. Navy.
Dedicated to his career, Mr. Bowman is a member of several organizations related to his pursuits, holding membership with the American Bar Association. He has served on the standing committee of law and national security for Law & National Security as well as special counsel for the organization from 1996 to 2009. Furthermore, Mr. Bowman has been the founding president of the Daniel Morgan Graduate School, currently serving as a trustee.
Mr. Bowman considers his time with the FBI as a highlight of his career. He was the first deputy general counsel for National Security Law, advancing a program from three individuals to 57 lawyers and 35 non-lawyers. Due to his eminence and influence, Mr. Bowman has been recognized in Who's Who in America as a man of influence within his field.
