Supported by an impressive 50 years of practiced legal experience, Judge Allard served as an administrative law judge for the Office of Hearings and Appeals of the Social Security Administration 1986-1992 – serving as the Regional Chief for New England until his retirement in 1998. In 1995, he was appointed a special master for the First Circuit, US Court of Appeals. When he first began in the field in the late 1950s, he joined the Interstate Commerce Commission as a staff member and then as a legal advisor to two Commissioners of the Commission. Later he was appointed as an administrative law judge and from 1980 to 1986 as the Chief.
Throughout his career, he has gained a plethora of expertise through his work in the Department of Social Services, the Federal Trade Commission and other government agencies.
Prior to starting in the field, Judge Allard earned a Bachelor of Arts from Whitman College and a Bachelor of Laws from the prestigious Duke University School of Law. In order to remain aware of changes in the field, he maintains affiliation with the Federal and American Bar Associations, as well as the Federal Administrative Law Judges Conference. He was elected National President of the Federal Bar Association in 1973. Over the years, he has served as the Editor-in-Chief of the Federal Bar News and the Federal Bar Journal. As the Co-Chairman of the Younger Lawyers Committee, he was recognized by the American Bar Association for creating a handbook and program for teaching the Bill of Rights in high schools. Over the years he has lent his expertise to a Presidential Task Force on Career Advancement and the American Arbitration Association, where he served on the Commercial panel. Additionally, he had the honor of authoring the book "Uncle Clayton: A Soldier's Life in Letters, 1898-1901." For his professional accomplishments, he has been featured in 15 editions of Who's Who in America and two editions of Who's Who in American Law.
