A senior partner at Horger, Barnwell & Reid, his practice specializes in civil litigation, personal injury, workers compensation, insurance law and products liability. Prior to this appointment, Mr. Barnwell served as a special assistant to the South Carolina Legislative Council from 1965 to 1967, chief clerk at the Lawyer's Title Insurance Company from 1965 to 1967, and a page at the South Carolina State Senate from 1964 to 1967.
Alongside his primary endeavors, Mr. Barnwell formerly served on the board of directors of the Orangeburg County Public Defender Corporation from 1969 to 1972, on the advisory board of the South Carolina Workers Compensation Commission in 1980, and as a member of the Orangeburg Human Affairs Communications from 1975 to 1978. Equally passionate about his community, he was on the board of directors of the Jolley Acres Nursing Home from 1975 to 1988 and the Orangeburg Association of Retarded Citizens from 1976 to 1986. Mr. Barnwell was additionally a longstanding member of the Orangeburg City Council from 2001 to 2017.
To prepare for his illustrious career, Mr. Barnwell pursued a formal education at Presbyterian College, where he earned a Bachelor of Arts in English in 1964. He was a member of Kappa Alpha Order. He subsequently attended the University of South Carolina, receiving a Doctor of Jurisprudence in 1967. While seeking his law degree, he served as an author for the South Carolina Law Review. Mr. Barnwell has been admitted to practice law by the South Carolina Supreme Court, as well as before the United States District Court for the District of South Carolina and the United States Court of Appeals for the Fourth Circuit.
In an effort to remain aware of changes within the legal industry, Mr. Barnwell maintains affiliation with several organizations, including the American Bar Association, the American Board of Trial Attorneys, the South Carolina Defense Trial Association, and the South Carolina Trial Lawyers' Association, among others. He has been the chairman of fee disputes of the South Carolina Bar Association since 1983, having formerly served as executive vice president for the Fourth Circuit from 1972 to 1975. In addition, Mr. Barnwell was the president of the Orangeburg County Bar Association in 1974.
In light of his exceptional accomplishments, Mr. Barnwell has accrued several accolades throughout the course of his impressive career. He was named one of the Best Lawyers in America by the Best Lawyers in America Board. He was the recipient of the Outstanding Young Alumnus Award from Presbyterian College in 1977. Additionally, he was the recipient of the Dum Vivimus Servimus Award (While We Live We Serve) in 2004 and was recognized as one of the Best Lawyers in the Midlands by the Columbia South Carolina Midlands Organization. Notably, Kappa Alpha Order honored him with the Most Distinguished Alumni Award in 2004 and was elected to the Kappa Alpha Court of Honor. Furthermore, Mr. Barnwell has earned an AV Preeminent Peer Review Rating by Martindale-Hubbell and has been highlighted in Who's Who in American Law and Who's Who in America.
