Ms. Karmel began her career as an enforcement attorney, then branch chief, then assistant regional administrator of the Securities and Exchange Commission in New York from 1962 to 1969. After this opportunity, she served as an associate with Willkie, Farr & Gallagher LLP in New York City from 1969 to 1972. From 1972 to 1977, she was a partner with Roger & Wells in New York City.
Ms. Karmel was further associated with the Securities and Exchange Commission in Washington, D.C. as commissioner from 1977 to 1980. Following this appointment, she served as partner and then of counsel at Roger & Wells in New York City from 1980 to 1986 and later worked as a professor at the Brooklyn Law School in 1986. From 1987 to 1994, she became a partner with Kelley, Drye & Warren LLP in New York City. Ms. Karmel maintained involvement of counsel with Kelley, Drye & Warren LLP from 1995 until 2002.
Prior to embarking on her professional path, Ms. Karmel earned a Bachelor of Arts from Radcliffe College in Cambridge, Massachusetts. Following this accomplishment, she received a Bachelor of Laws from New York University in New York City in 1962. In 1998, she was awarded an honorary Doctor of Humanities from King's College in New York City. She received her bar certification from the state of New York in 1962 and has been admitted to practice by the United States District Court for the Southern and Eastern Districts of New York in 1964, the Supreme Court of the United States and United States Court of Appeals for the Second and Third Circuits.
In addition to career, Ms. Karmel was an adjunct professor of law at the Brooklyn Law School from 1973 to 1977 and from 1982 to 1985. She has maintained involvement with the Brooklyn Law School as full professor since 1985. She has also been co-director of the Block Center for the Study of International Business Law at the Brooklyn Law School, a trustee of the SEC Historical Society, a fellow of the American Bar Association and a former trustee and chair of the Practicing Law Institute. She authored the books "Regulation by Prosecution" in 1982 and "Life at the Center: Reflections on Fifty Years of Securities Regulation" in 2014. Additionally, Ms. Karmel is a regular contributor of articles to professional journals.
Ms. Karmel is a member of the American Bar Association, the American Law Institute and the Financial Women's Association of New York Inc. She is also an honorary member of the Alpha Iota chapter of Phi Beta Kappa. She has been the recipient of the William O. Douglas Award from the Association of Securities and Exchange Commission Alumni, the Direct Women Award from the Sandra Day O'Connor Board of Excellence, and the Margaret Brent Women Lawyers of Achievement Award from the American Bar Association. Ms. Karmel has previously been selected for inclusion in multiple editions of Who's Who in the East, Who's Who in American Law, Who's Who of American Women, Who's Who in American Education and Who's Who in America.
