Dr. Dean is a physicist, nuclear engineer and co-founder and president since 1979 of Fusion Power Associates, a non-profit, tax-exempt research and educational foundation funded primarily through institutional and individual memberships. The association issues email fusion program notes and hosts annual management-level technical symposia. Between 1979 and 2013, Dr. Dean simultaneously worked part-time as a scientist for Science Applications International Corp., providing consulting services to a variety of government laboratories and industries.

An expert in fusion energy, Dr. Dean has been practicing in the field for more than 50 years. He is a former staff member in the controlled thermonuclear research branch of the research division at the United States Atomic Energy Commission, former division director of fusion research at the United States Department of Energy and former physicist at both the United States Naval Research Laboratory and the United States Atomic Energy Commission in Washington, D.C. While serving at the United States Naval Research Laboratory, he successfully performed some of the early experiments on laser-plasma interactions, and received their Research Publication Award (1972). In 1976, he was responsible for leading the preparation of the "Fusion Power by Magnetic Confinement Program Plan" that provided the basis for the Magnetic Fusion Engineering Act of 1980. Dr. Dean also worked as a consultant for the Bechtel Corp. in San Francisco, Oak Ridge National Laboratories in Tennessee and the Los Alamos National Laboratory in New Mexico during part of the 1980's.

Dr. Dean co-authored the Atomic Energy Commission's "AEC Policy and Action Paper for Controlled Thermonuclear Research" with Amasa Bishop and Richard F. Post in 1966. He also edited "Prospects for Fusion Power" in 1981 and authored "Search for the Ultimate Energy Source: A History of the U.S. Fusion Energy Program" in 2013. He is the longtime editor-in-chief for the Journal of Fusion Energy, where he previously served as associate editor between 1984 and 1999. He has also contributed numerous articles to professional journals such as the Journal of Fusion Energy and Leaders Magazine. Dr. Dean authored chapter six in "Nuclear Power: Both Sides," titled "Closing in on Fusion" in 1982 and chapter 31 in the Nuclear Energy Encyclopedia, titled "Historical Origins and Development of Fusion Research" in 2011.

Active on numerous committees, Dr. Dean served on the fusion energy sciences advisory committee subpanel for the United States Department of Energy in preparation of a 35-year plan between 2002 and 2003. He served on the Secretary of Energy's task force on strategic energy research and development (1995) and he was a member of the Department of Energy's fusion energy advisory committee (1991-1994). During the 1980's, Dr. Dean chaired the fusion advisory committee for the Oak Ridge National Laboratory, was a member of the fusion visiting committee for the Argonne National Laboratory in Illinois and Ontario Hydro in Canada, a member of the light ion fusion review committee for the Sandia National Laboratories and a member of the inertial fusion review committee for the Lawrence Livermore National Laboratory. In earlier years, Dr. Dean served on the United States Fusion Power coordinating committee and the US-USSR Fusion Power coordinating committee. A lifetime member of the American Physical Society, Dr. Dean is also an elected fellow, former chairman and executive committee member of the fusion division and lifetime member of the American Nuclear Society.

The recipient of a Certificate of Appreciation (1979) and two Distinguished Career Awards (1988 and 2000) from the United States Department of Energy, he also received two Special Achievement Awards from the United States Energy Research and Development Administration (1976 and 1977). Dr. Dean has been showcased in approximately a dozen editions of Who's Who in America, Who's Who in Science and Engineering, Who's Who in the East and Who's Who in Finance and Industry.

Prior to embarking on his illustrious career, Dr. Dean received a Bachelor of Science in physics from Boston College. Following this accomplishment, he earned a Master of Science in nuclear engineering from Massachusetts Institute of Technology and a Doctor of Philosophy in Physics from the University of Maryland.
