A commercial company, ILS was established as a provider of integrated, comprehensive, multidisciplinary support for clients needing toxicology support for research and regulatory compliance. Since that time, the organization has played an important role in several areas of toxicology, including in vitro and in vivo, pathology and histology, genetic, toxicogenomics and computational toxicology. Previously, he served as the organization's chief scientific officer between 2007 and 2013.
Prior to his work for ILS, Dr. Waters was the assistant director for database development at the National Institute of Environmental Health Sciences at the National Center of Toxicogenomics between 2002 and 2007. He also devoted 13 years to senior positions of the Environmental Protection Agency in the Health Effects Research Laboratory, first as the director of the genetic toxicology division from 1979 to 1992 and later as an assistant national laboratory director from 1992 to 2002. Dr. Waters is a member emeritus of the Society of Toxicology and the Environmental Mutagenesis and Genomics Society. He is also a longtime member and former president of his local chapter of Rotary International. The author of several works, he most recently published "Translational Toxicology and Therapeutics" with Claude L. Hughes in 2018.
Honored with a Merit Award from the National Institutes of Health in 2004, Dr. Waters also received a Lifetime Achievement Award from the Genotoxicity and Environmental Mutagen Society in 2000 and the Alexander Hollaender Award from the Environmental Mutagen Society in 1996. Furthermore, Dr. Waters was a four-time recipient of the Bronze Commendable Service Medal from the EPA between 1980 and 2001. He has been cited in over a dozen editions of Who's Who in America, Who's Who in Science and Engineering and Who's Who in the South and Southwest.
Dr. Waters received a Doctor of Philosophy in Biochemistry at the University of North Carolina at Chapel Hill in 1969. He then served as a captain in the United States Army Reserve from 1969 to 1971 at Edgewood Arsenal in Maryland.
