Dr. Stewart began his career in Washington, D.C., in 1960 as a Congressional Fellow of the American Political Science Association. He subsequently worked as legislative director for Senator Hubert H. Humphrey and, upon Senator Humphrey's election as Vice President in 1964, assumed the position of executive assistant, coordinating many of the Vice President's domestic assignments. Dr. Stewart also was director of speechwriting and research for Vice President Humphrey's 1964 and 1968 vice-presidential and presidential campaigns.

In the early 1970s, Dr. Stewart held the position of director of communications for the Democratic National Committee during the time of the break-in at the Watergate headquarters of the DNC. He then became staff director of the energy subcommittee of the Joint Economic Committee of the U.S. Congress and later was staff director of the Senate Subcommittee on Science, Technology and Space.
In 1979 Dr. Stewart and his family moved to Knoxville, TN where he assumed the position of Manager of Planning and Budget for the Tennessee Valley Authority. He became assistant general manager of TVA in 1982 and served in that position until 1998 when he became executive manager of TVA's Valley Resource Center responsible for rural economic development across the TVA's seven-state region. In 1992 he became executive director of the Consortium of Research Institutions (TVA, Oak Ridge National Laboratory & University of Tennessee) until his retirement from TVA in 1994. The Consortium focused on promoting collaborative endeavors and partnerships among these three major scientific and technical institutions.
In 1995 he assumed responsibility for launching the Georgian Institute of Public Administration in Tbilisi, Republic of Georgia, a project supported by the U.S. Information Agency, the George Soros Foundation, and the Eurasian Foundation. He also held the position of Fulbright Professor during 1995. The Institute had as its mission the training and preparation of Georgian college graduates to assume leadership positions in the Georgian government following the nation's independence from the Soviet Union in 1991.
Dr. Stewart was appointed as a member of the Aerospace Safety Advisory Panel for the National Aeronautics and Space Administration from 1980 to 2000. The panel worked to ensure the safety of the Space Shuttle and the International Space Station. In 2001 Dr. Stewart received NASA's Public Service Medal in recognition for his contributions to upgrading worker safety associated with human space flight.
He is a member and former board chair of the Children's Cause for Cancer Advocacy where he worked to enhance care for pediatric cancer survivors. Elected as a fellow of the National Academy of Public Administration in 1986, Dr. Stewart also was a longtime member of the American Society of Public Administration and the American Political Association.
The author of numerous articles and monographs on congressional leadership, political parties and civil rights, Dr. Stewart notably authored "When Democracy Worked: Reflections on the Passage of the Civil Rights Act of 1964," "Witness to the Promised Land: Observations on Congress and the Presidency from the Pages of Christianity and Crisis" and "One Last Chance: The Democratic Party, 1974-76."
Dr. Stewart has been a board member of the Knoxville Opera Company and United Way of Greater Knoxville. He also has been active as a member of Interfaith Worker Justice of East Tennessee since 2005 and Jobs with Justice of East Tennessee since 2004. As board chair and board member of Tennesseans for Fair Taxation from 1982 to 2012, he led an effort to reform the Tennessee tax system. More recently he has worked for health care reform in Tennessee as a member of the Tennessee Justice Center and the Tennessee Health Care Campaign. He also is a member of the Church of the Savior, United Church of Christ, in Knoxville.
In 1957, Dr. Stewart earned his undergraduate degree at Colgate University, followed by a master's and Ph.D. in political science from the University of Chicago. In recognition for his contributions to public service, he received the Distinguished Practitioner Medal from the Southeastern Conference of Public Administration in 2005, and the National Public Service Award, sponsored jointly by the National Academy of Public Administration and the American Society for Public Administration, in 1993. Dr. Stewart has also been highlighted in three editions of Who's Who in the South and Southwest.
