Mr. McCarthy was recently honored as Grand Marshal of the Rochester St. Patrick's Day Parade in 2018.

Mr. McCarthy has served his community for more than 44 years, first as a police officer with the Rochester Police Department in New York and later as a safety and security director at St. John Fisher College. During his tenure in law enforcement, he served 13 years on the Special Weapons and Tactics Team, eventually exiting the force as an investigator. He has been enjoying his retirement since 2013.
Becoming involved in his field to help make the community a better place, Mr. McCarthy he notably served as the first vice president of the Association of Rochester Police and Area Law Enforcement Retirees between 1999 and 2007. He remains a longstanding, active member of the organization. He also served on the board of directors and as president of the Northeast College and University Security Association (NECUSA) between 2003 and 2011, where he is also a life member.
Mr. McCarthy has instructed at the Monroe County Public Safety Training Academy and presented a variety of training programs to other area police and security organizations. In 2006, he traveled to St. Petersburg, Russia, where he presented "First Responders Role for Emotional Disturbed Persons" to the European Association of Campus Security. In 2007, he was a guest panel member for an international web seminar entitled "How to Respond Effectively to Troubled or Suicidal College Students: Developing Community Approaches and Strategies" for the International Association of Campus Law Enforcement Administrators.
Authoring several professional articles for the NECUSA's The Clipboard and the International Association of Campus Law Enforcement Administrators' Campus Law Enforcement Journal, Mr. McCarthy wrote on various topics, including ethics and investigations. He was also the editor of The Clipboard for several years. Mr. McCarthy authored three historical fiction books as well, including "From Cork to the New World" in 2009, "The Flight of the Wretched" in 2011 and "The Children of Michigan Street" in 2016.
Serving as president of the Rochester chapter of the Irish American Cultural Institute since 2015, Mr. McCarthy formerly served on the board of directors for this organization from 2010 to 2013. He is also active as a member of the Ancient Order of Hibernians and The Colonel Patrick O'Rorke Society.
Featured in Who's Who of Undergraduate Students and Who's Who of Graduate Students, Mr. McCarthy was recently honored as Grand Marshal of the Rochester St. Patrick's Day Parade in 2018. He also received a Lifelong Learner Award from St. John Fisher College in 2012, a President Award from NECUSA in 2007 and an Outstanding Service Award from Buffalo Bills Training Camp in 2005. He has been further highlighted in the 64th edition of Who's Who in America.
Mr. McCarthy earned an Associate of Science in police science at Monroe Community College and a Bachelor of Science in human resource management at Roberts Wesleyan College. He later completed a Master of Science in human resource development at Saint John Fisher College in 2002, while working for the school full-time. He is a certified police instructor of emotionally disturbed persons, a certified instructor with the New York State Bureau of Municipal Police, certified for Weapons of Mass Destruction through Louisiana State University and a graduate of the FBI Citizens Academy in Rochester. Furthermore, he is a certified physical fitness specialist through the Cooper Institute of Aerobics Research.
