Mr. Chicoine served as the superintendent of public schools for 29 years. He was superintendent of schools in Beresford, South Dakota, for nine years. He then moved to Colorado where he served as superintendent of schools in Teller County School District RE-2 in Woodland Park, CO, for nine years, and West Grand County Schools in Kremmling, CO, for 11 years, and retired in 1992. A South Dakota native, prior to this tenure, he was a public school teacher in his native state for nearly 12 years. He was inspired to go into the field of education due to the influence of one of his own high school teachers. Looking back on his illustrious career, he is most proud and humbled by the students he had the privilege to teach.
Mr. Chicoine earned a Bachelor of Science from South Dakota State University in 1949. Thereafter, he was drafted into the U.S. Army for the Korean War. He was awarded the Korean Service Medal with Two Battle Stars for his service between 1952 and 1954. He then returned to his alma mater to receive a Master of Science in 1959, and went on to obtain a Specialist in Education from the University of South Dakota in 1971. Since graduating, he has been affiliated with a number of organizations within his field, including the Veterans of Foreign Wars, the Colorado Association of School Executives, and the American Association of School Administrators. He is listed in the eighth edition of Who's Who in American Education, the 20th edition of Who's Who in the West, and eight editions of Who's Who in America.
